<br />. <br /> <br />. <br /> <br />. <br /> <br />Peter Thorpe, Broadcast Technologies Consultant, Gary Fries, President and <br />Dermis Carpenter, Vice President/Manager of K'lWJ:rFM were present. <br /> <br />Peter Thorpe - Stated that IcrWN's present 500' facility is located in Ramsey on <br />the north side of Industry Blvd. Mr. Thorpe stated that the FCC has dictated <br />that Class C radio stations must upgrade their facilities to 300 meter towers <br />in order to maintain their license to broadcast. Mr. Thorpe stated that there <br />are geographic limitations on the location of the new tcMer; the tower will be <br />installed ~ a nationally know construction firm; the transnitter site will be <br />urunanned and operated ranotely; a chain link fence will surround the <br />trananitter and tower base. The proposed location for the new tower is <br />currently being used as agriculture and with the exception of 1/2 acre, the <br />land will continue to be used as agriculture. Tower construction, maintenance <br />and operation are in no wOJ:! detrimental to the City of Ramsey; there are no <br />harmful rOJ:!s, heat, noise or pollutants associated with the tower. The site <br />will be inspected regularly. Construction will comply with all State and local <br />building codes and all safety standards will be met or exceeded. '!he ta-ler <br />will comply with EM requiranents. K'lWN's proposed use of the site will not be <br />injurious to other properties in the vicinity and will not diminish present and <br />potential land uses in the area. None of the land topography will be <br />significanly affected; there will be no affects to surface or ground water. <br />Use of the property for a tower site is consistent with City code; it is not a <br />high density use and will not ra;Iuire an increase to the City's public <br />services. There would be no traffic and parking problans created ~ the use. <br />K'lWN will agree to an easement for any land locked during the variance. K'lWN <br />does not expect that installation of the tcMer will cause arw interference to <br />radio and T.V. reception; just as the present facility does not interfere with <br />radio and T.V. reception. K'lWN believes it's application meets the standards <br />for approval; that it will not be detrimental to health and welfare and the <br />variance should be approved. <br /> <br />Ray Solmonson - 9115 175th Lane - Opposed to the tCMer being constructed at the <br />proposed location. lJhinks it will interfere with radio and T. V.reception. <br /> <br />Peter lJhorpe - Reception interference is possible if you are within 1000' of <br />the anterma. lJhe Ilel tower will l:e 1000' high and the anterma is placed at the <br />top of the tower. The radio D.J.'s watch T.V. at the current facility; that <br />tower height is 300' and the D.J.' s are getting 900d reception right under that <br />tower. <br /> <br />Wendy Perma - 17310 Chameleon - llquired as to the wattage to be trananitted. <br /> <br />Mr. lJhorpe - Replied that the wattage is 100,000 and noted that with AM <br />broadcasting, the tower is the radiating elanent; with EM broadcasting, the <br />anterma is the radiating elanent supported ~ the tcMer. <br /> <br />Ms. Penna - Il'XIuired if there will be arw other towers on or near the site <br />creating a situation similar to that of Arden Hills. <br /> <br />Mr. Thorpe - Repl ied that on of conditions of the developnent agreannt is that <br />there will be no other structures on the site ra;Iuiring height. <br /> <br />Ms. Perma - Il'XIuired if spice on the teNer would be rented for other antennas. <br />June 25, 1985 <br /> <br />Page 2 of 7 <br />
