5. 16. <br />CC Regular Session <br />Meeting Date: <br />06/24/2025 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />Title: <br />Adopt Resolution #25-144 Approving Change Order No. 43 for Improvement Project #20-11, Ramsey Gateway <br />Highway 10 Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #25-144 approving Change Order No. 43 for Improvement Project <br />#20-11, Ramsey Gateway Highway 10 Improvements. <br />Background: <br />In 2023, construction began on the Ramsey Gateway Highway 10 project, which includes grade separation of <br />Highway 10 at the intersections of Sunfish Lake Boulevard and Ramsey Boulevard, frontage road improvements <br />on both sides of Highway 10, and grade separation of the Burlington Northern Santa Fe (BNSF) railway crossings <br />of Ramsey Boulevard and Sunfish Lake Boulevard. Construction of this project is scheduled for completion by <br />the Spring of 2026. <br />Numerous City utilities have been and continue to be constructed and/or reconstructed as part of this project per <br />the approved construction plans. According to plan sheet UT 14 of the approved plans (attached), the proposed <br />sanitary sewer work on Ramsey Boulevard includes a new section of 8" PVC pipe sewer that connects into <br />proposed MH 10, and the existing section of sanitary sewer from MH 10 to MH 149 is to remain in place with MH <br />149 being reconstructed. <br />After reviewing conditions in the field, city staff directed the contractor to remove and replace the section of <br />sanitary sewer from MH 10 to MH 149 with the thought that this section of sanitary sewer would be unsuitable for <br />use throughout the anticipated 60-year design life of Ramsey Boulevard. However, once the contractor dewatered, <br />excavated, and exposed this section of existing sanitary sewer, city staff determined the existing sewer was <br />suitable and did not need to be replaced. <br />Due to the Contractor having already ordered and received the sanitary sewer material, installed well points and <br />performed dewatering operations, and began excavation in order to complete the work, the contractor will be <br />compensated for the labor, equipment and material they had into the extra work before it was determined it was <br />no longer needed. <br />The City of Ramsey will take possession of the additional sanitary sewer material for future use elsewhere, when <br />needed. <br />Notification: <br />Notification is not applicable to this case. <br />Time Frame/Observations/Alternatives: <br />
