CC Regular Session <br />Meeting Date: <br />06/24/2025 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />5. 9. <br />Title: <br />Adopt Resolution #25-136 Ordering Plans and Specifications for 2026 MSA Pavement Overlay Improvements, <br />Improvement Project #26-02 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #25-136 ordering plans and specifications for 2026 MSA <br />Pavement Overlay Improvements, Improvement Project #26-02. <br />Background: <br />The 2025 — 2034 Capital Improvement Plan (CIP) identifies mill and overlay of 173rd Avenue and 175th Avenue <br />between Armstrong Boulevard (CSAH 83) and Nowthen Boulevard (CSAH 5) in 2026. A street segment <br />summary for the project is attached to this case. <br />Project History <br />• On April 22, 2025, the Ramsey City Council adopted Resolution #25-082, accepting and awarding a <br />proposal to Hakanson Anderson for topographic survey and wetland delineation of the project area. <br />• May 13, 2025, the Ramsey City Council adopted Resolution #25-101, accepting and awarding a proposal <br />to Independent Testing Technologies for a geotechnical report of the project area. <br />• June 17, 025, the Ramsey Public Works Committee recommended City Council order plans and <br />specifications for said improvements. <br />Project Scope <br />This project proposes to mill and overlay 173rd Avenue and 175th Avenue between Armstrong Boulevard (CSAH <br />83) and Nowthen Boulevard (CSAH 5). This is a 31-foot wide rural section street, totaling 3.05 miles in total <br />length. The Average Daily Traffic (ADT) is between 800 and 1,200 and the speed limit is 55 mph. 173rd Avenue <br />and 175th Avenue are Municipal State Aid (MSA) streets and must conform to MSA design standards, including <br />meeting 10-ton pavement design standards and minimum lane widths. In general improvements are proposed to <br />include a 2-inch mill and overlay, with pavement markings being re -placed in -kind. <br />173rdAvenue between Puma Street and Iguana Street (approximately 0.48 miles in length) crosses wetland and <br />County Ditch No.51. In the low areas the outside wheel paths have broken up and been filled with additional <br />bituminous. During design, staff will explore options to rehab this stretch of 173d Avenue. The existing culvert <br />for County Ditch No.51 is a metal culvert with noted deterioration at the ends. Because the culvert is mostly under <br />water, the complete condition of the pipe can not be evaluated. Staff proposes to work with Anoka County for <br />approvals to replace this culvert with a reinforced concrete pipe. No municipal water or sanitary sewer exists <br />within the project area. <br />Additional Permitting <br />Permitting requirements for this project will include MnDOT MSA review, ACHD Right -of -Way permits for <br />tie-ins at Armstrong Boulevard and Nowthen Boulevard, ACHD review for the culvert replacement, anticipated <br />Mn DNR and LRRWMO permits for wetland impacts if soil corrections are deemed necessary, and Mn DNR <br />dewatering permit to for the culvert replacement. <br />Project Timelines <br />
