My objection is that the <br />writer of the letter is not here to be cross-examined by me as a party. Therefore. <br />I am objecting to its obmission. <br /> <br />Goodrich: I believe. Mr. Chairman. his objection may be noted. but I again remind the <br />Board that we are following rudimentary procedure and that the Board should take the <br />letter as it is recognizing that Mr. Albert has not had an opportunity to corss-examine. <br />Take it for what it is worth. <br /> <br />Cox: I ,'JOuld like to have it noted also in the minutes that if the Superintendent of <br />Schools of School District 11 is going to be making decisions and recommendations to <br />the Ramsey City Council as to where school sties are going to be or where school <br />property is going to be. there certainly should have been some consideration for the <br />site, prior to its construction. That people who are in a responsible position of <br />City Government to provide for a substancial. sound, solid tax base community, certainly <br />should have the opportunity to have conversation, but certainly not recommendations. <br />And. I also feel that if an individual in this capacity is providing decisions to this <br />community and opinions they certainly ought to be here to answer questions also. <br /> <br />01: It may be noted that Superintendent Johnson has a previous engagement and could not <br />be here this evening. May I now read the letter? <br /> <br />Gorham: Yes. <br /> <br />Albert: May I just ask one question now, Council? Is this the same letter that was <br />read on the night of April 14. 1974? <br /> <br />.01: Yes, it is. <br /> <br />Albert: It was all read before the vote taken on that date? <br /> <br />01: Yes, that is correct. <br /> <br />Albert: Thank you. <br /> <br />01: Dear Mr. Cox: <br />The date of this letter is April 10, 1975. <br />It has come to the attention of the School Board that the City of Ramsey is in the <br />process of rezoning for the purpose of cormnercial use.L.nd that is located in the <br />vacinity of Ramsey Elementary School. The School Board discussed this at a meeting <br />on April 8. Included in the discussions by the School Board was first of all, full <br />recognition that the authority for rezoning is in the hands of the City Council, and <br />does not include district responsibility; however, the Board asks that your attention <br />be called to traffic problems. The School district has experiences at other school <br />building locations. One recent example is at the Coon Rapids Senior High after the <br />upgrading of Northdale Blvd. As a result of the installation of Zayer's Shoppers <br />City near the Coon Rapids Senior High School, considerable expense was incurred by the <br />School District in order to properly protect students and staff because of the increased <br />traffic. There also has been several other school locations where traffic signals <br />needed to be installed because of added aazards caused by business installations in the <br />vicinity of the school. The School Board asks that the traffic consideration be called <br />to your attention. It would also be helpful for the school district to receive a copy <br />.Of any traffic study that you may have done. <br />P.S.
