.

.

.

appraiser.

Mr. Fountain replied that Landfill COmmittee has not addressed the cost of
such an appraisal; they only requested that Council hire an appraiser to
detennine what has happened to real estate values in the area of the landfill.
Mr. Fountain stated that tonight's Board of Review was also intended to be a
joint meeting with the Landfill Ad Hoc COmmittee; he is the only manber of
that Committee present and speaking for himself, he agrees with Cot.mcilmember
Cox. Devaluation of properties within the area of the landfill is not
appropriate at this time for two reasons: 1) When an individual lists his
property for sale, the realtor and prospective buyers refer to tax records as
a guideline to valuation and offers; if records show devaluation, the seller
has already given that amount of money CIilay and has no chance to retrieve it.
2) If the present value is maintained, there is always the };X>ssibility of
realizing the actual value in the selling price as sane people don't mind
being located in the vicinity of a landfill.

Cotmcil consensus is to table any action regarding pro~rty valuations in the
vicinity of the landfill; to have the matter placed on the next regular
Council agenda, at which time cost estimates for an independent appraisal
re};X>rt should be made available.

ADJOURNMENT

Motion by Cot.mcilmember Reimann and seconded by Councilmember Cox to adjourn
this Board of Review meeting.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

The Board of Review adjourned at 10:25 p.m.

Respectfully subnitted,

s~~~~
Sylvia Frolik
Council Secretary

May 13, 1985
