<br />. <br /> <br />. <br /> <br />. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to reduce <br />the 1985 market valuation for the following conunercial prop:!rties on a pro- <br />rated basis, not to exceed 1%, of the City's total market value: Prestress, <br />Kovar, Sup:!rbowl, Grosslein, Len>urneau' s and Ernie Peterson's complex. <br />Further, that the valuation reduction to each of these prop:!rties should not <br />exceed 10%, that 10% being the maximum reduction that would have been <br />authorized had the action been carried through on an across the board basis. <br /> <br />Further Discussion: Mr. Wirz stated that Council's reconunended action does <br />not exceed 1% of the City's total market valuation. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Douglas Fountain - 15255 Garnet - Referred to Councilmember Cox's earlier <br />comment regarding giggling ranarks coming fran a ~rson seated in the front <br />row of tonight's audience and stated that he made no joke and did not giggle <br />any more than Councilmember Cox did at the ranarks made about landscaping not <br />causing an increase to prop:!rty taxes. Mr. Fountain requested a public <br />apology fran Councilmember Cox. <br /> <br />Councilmember Cox told Mr. Fountain that he could 'go suck an egg'. <br /> <br />Mr. Wirz referred to Mr. Harold Hunt's case discussed at the Apr il 24, 1985 <br />Board of Review and stated that he has changed 40 acres of Mr. Hunt's prop:!rty <br />to sul:Jnarginal. <br /> <br />Mr. Wirz provided Council with copies of a letter regarding action taken in <br />the case of Mr. Duncan Johnson, which was also discussed at the April 24, 1985 <br />Board of Review. <br /> <br />Mr. Schnelle referred to Iandfill Ad Hoc Committee Meeting minutes dated April <br />29, 1985 in which prop:!rty valuations in the area of the landfill were <br />discussed. Mr. Schnelle also noted a letter dated May 1, 1985 fran Mr. <br />Gilbert Menkveld regarding the unmarketability of prop:!rty due to the <br />proximity of the landfill. Mr. Schnelle stated that the Iandfill Committee <br />has requested that Council authorize an appraisal of those prop:!rties in the <br />vicinity of the landfill. <br /> <br />Mr. Wirz stated that the information provided in the County's sales ratio <br />report is as accurate as you can get. <br /> <br />Councilmember Reimann i.rxIuired as to the cost of an indep:!ndent appraisal. <br /> <br />Councilmember Cox recommended that no action be taken at this particular <br />meeting regarding reductions in prop:!rty valuations; that the Landfill <br />Committee recommendation to engage an independent appraiser to study the issue <br />be placed on a regular Council agenda, at which time cost estimates for such a <br />study should be available for review. Councilmember Cox made this <br />recommendation based on the fact that in order for any action taken to be <br />effective on 1986 payable taxes would have to be taken at this meeting and <br />that cannot be done without first obtaining a report fraIl an independent <br />May 13, 1985 <br /> <br />Page 8 of 9 <br />
