Motion by Councilmember Cox and seconded by Councilmember Reimann to reduce the 1985 market valuation for the following conunercial prop:!rties on a pro- rated basis, not to exceed 1%, of the City's total market value: Prestress, Kovar, Sup:!rbowl, Grosslein, Len>urneau' s and Ernie Peterson's complex. Further, that the valuation reduction to each of these prop:!rties should not exceed 10%, that 10% being the maximum reduction that would have been authorized had the action been carried through on an across the board basis. Further Discussion: Mr. Wirz stated that Council's reconunended action does not exceed 1% of the City's total market valuation. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Douglas Fountain - 15255 Garnet - Referred to Councilmember Cox's earlier comment regarding giggling ranarks coming fran a ~rson seated in the front row of tonight's audience and stated that he made no joke and did not giggle any more than Councilmember Cox did at the ranarks made about landscaping not causing an increase to prop:!rty taxes. Mr. Fountain requested a public apology fran Councilmember Cox. Councilmember Cox told Mr. Fountain that he could 'go suck an egg'. Mr. Wirz referred to Mr. Harold Hunt's case discussed at the Apr il 24, 1985 Board of Review and stated that he has changed 40 acres of Mr. Hunt's prop:!rty to sul:Jnarginal. Mr. Wirz provided Council with copies of a letter regarding action taken in the case of Mr. Duncan Johnson, which was also discussed at the April 24, 1985 Board of Review. Mr. Schnelle referred to Iandfill Ad Hoc Committee Meeting minutes dated April 29, 1985 in which prop:!rty valuations in the area of the landfill were discussed. Mr. Schnelle also noted a letter dated May 1, 1985 fran Mr. Gilbert Menkveld regarding the unmarketability of prop:!rty due to the proximity of the landfill. Mr. Schnelle stated that the Iandfill Committee has requested that Council authorize an appraisal of those prop:!rties in the vicinity of the landfill. Mr. Wirz stated that the information provided in the County's sales ratio report is as accurate as you can get. Councilmember Reimann i.rxIuired as to the cost of an indep:!ndent appraisal. Councilmember Cox recommended that no action be taken at this particular meeting regarding reductions in prop:!rty valuations; that the Landfill Committee recommendation to engage an independent appraiser to study the issue be placed on a regular Council agenda, at which time cost estimates for such a study should be available for review. Councilmember Cox made this recommendation based on the fact that in order for any action taken to be effective on 1986 payable taxes would have to be taken at this meeting and that cannot be done without first obtaining a report fraIl an independent May 13, 1985 Page 8 of 9
