5. 14. <br />CC Regular Session <br />Meeting Date: <br />07/08/2025 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Title: <br />Adopt Resolution #25-156 Accepting Sewer Cleaning and Televising Proposals for 2026 Pavement Management <br />Program Projects <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #25-156 accepting sewer cleaning and televising proposals for <br />2026 Pavement Management Program Projects. <br />Background: <br />Testing of existing municipal utilities, which include sanitary sewer, storm sewer, and watermain, is standard <br />practice when designing street reconstruction projects. Newly paved streets in Ramsey are anticipated to have a <br />60-year lifespan, assuming proactive maintenance. Identifying damaged or failing municipal utilities under streets <br />before they are reconstructed allows the required repair or replacement work to be completed as part of the street <br />reconstruction project before the new pavement is placed, preventing costly pavement repairs after the fact. <br />Sewer testing consists of first cleaning the pipe with a water fetter, then using a camera to televise the inside of the <br />sewer pipes (sanitary and storm). Staff do not have the equipment needed to complete the televising work <br />in-house, and staff generally do not have sufficient time to clean the sewer pipes in advance of being televised. <br />Televising sewer pipes informs staff of the conditions of the pipes, and locates existing damage, if present. This <br />allows staff to include the required repair or replacement work for any damaged pipes into the street <br />reconstruction plans, which is typically more cost-effective than doing repairs as standalone projects, or as <br />change orders during the reconstruction project. <br />Staff requested proposals for each reconstruction project from four (4) contractors known to perform this work. <br />Proposals for each project were received from two (2) of the contractors, which are tabulated below. <br />Project <br />IP 26-01 MSA Bunker Lake <br />Boulevard <br />IP 26-04 Countryside Estates <br />IP 26-05 Flintwood Hills 2nd & 3rdl <br />IP 26-06 Riverside West <br />Hydro -Vac, Inc. <br />$12,608.83 <br />$4,410.00 <br />$31,586.89 <br />$20,541.13 <br />Nelson Sanitation & Rental, Inc. <br />$8,799.50 <br />$1,649.20 <br />$16,490.50 <br />$12,641.00 <br />Nelson Sanitation & Rental submitted the lowest responsible proposal for all four projects.
