5. 7. <br />CC Regular Session <br />Meeting Date: <br />07/08/2025 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />Title: <br />Authorization to promote a Community Service Officer to Police Officer <br />Purpose/Background: <br />The purpose of this case is to request the City Council to Promote a Community Service Officer to the position of <br />Police Officer, filling a current Patrol Officer vacancy. <br />Ms. Abby Spitzer, a current CSO/LEPS (community service officer / law enforcement program student) <br />completed her schooling and is now eligible to become a sworn police officer. Ms. Spitzer met the necessary <br />training and experience threshold and was invited to take part in the City's physical agility fitness testing and <br />interview, followed by the necessary psychological assessment and pre -employment physical and drug screen. <br />At this time, staff is recommending Ms. Spitzer for the position of Police Officer with the City of Ramsey. <br />With the City Council's authorization, Ms. Spitzer's start date as a new Patrol Officer will be on or near July 28, <br />2025. As with all new Police Officers, Ms. Spitzer will serve a 1-year probationary period and will be subject to <br />the City's Personnel Policy and the LELS Patrol Labor Agreement. <br />Note, with approval to promote Ms. Abby Spitzer, there is still one remaining Police Officer vacancy which staff <br />continues to work toward filling.
