RICK FOSTER FOR CITY PARTICIPATION <br />(TAX INCREMENT REVENUES) FOR SITE IMPROVEMENTS IN <br />RIVER'S BEND PLAZA P.U.D. <br /> <br />Background: <br /> <br />Mr. Foster is requesting City participation in the form of tax <br />increment funds to assist in site improvements (site preparation, <br />landscaping, storm water management, turn lanes, lighting, <br />construction of Xkimo Street N.W., Class V material and <br />construction of curb and gutter) for the River's Bend Plaza <br />P.U.D. plat. Mr. Foster is requesting that the City participate <br />in approximately $173,000 of site improvements. <br />Commissions. <br /> <br />According to the City's policy regarding City participation using <br />tax increment funds, the EDC reviews all such requests with <br />respect to: <br /> <br />- will the request lead to an increase of full-time <br />permanent employment opportunities in the City (if <br />applicable)? <br /> <br />. <br /> <br />- will the request allow the expansion/retention of an <br />existing business (if applicable)? <br /> <br />- will the request lead to development of certain public <br />improvements which will, in turn, attract additional <br />future private development? <br /> <br />will the request encourage/assist future development in <br />the area? <br /> <br />- will the request lead to an increased tax base for the <br />City? <br /> <br />In addition, the Commission should consider the following: <br /> <br />- will the request benefit the City as a whole? <br /> <br />is the success of the project dependent on City <br />participation? <br /> <br />Attached for your information are the following items: <br /> <br />a) Letter from Mr. Tom Lund <br />b) Proposed site plan of River's Bend Plaza P.U.D. <br /> <br />Observations: <br /> <br />. <br /> <br />According to existing legislation, the City's bond counsel has <br />
