<br />. <br /> <br />. <br /> <br />. <br /> <br />CASE 13: <br /> <br />DISCUSSION REGARDING USE OF LANDFILL TRUST FUNDS <br />By: Anne Norris. Community Development Director <br /> <br />Background: <br /> <br />Several Commissionmembers have expressed concern that the City has several <br />landfill funds but there aren't any policies regarding the uses of those funds. <br />The two accounts include the landfill trust fund (proceeds from the sale of the <br />landfill) and landfill funds from tipping fees the City receives. As of <br />December 30. 1985. the balance in the landfill trust fund was $1.240,948.00 and <br />the balance in the landfill funds from tipping fees was $134,572.00. (The City <br />gets approximately $10,000 monthly from tipping fees which is deposited in this <br />account). <br /> <br />According to the City Code, these funds are for the following uses: <br /> <br />Landfill Trust Fund: "shall be used to account for all landfill related <br />revenues and the disposition of those revenues to other funds". Any <br />expenditures from this fund have been for landfill-related costs. <br /> <br />Landfill Funds: "for purpose of mitigating and compensating for local <br />risks, costs and other adverse effects of landfills". These funds can <br />only be used abatement or landfill-related problems. <br /> <br />The Landfill Ad Roc Committee reviewed the landfill funds and recommended that <br />the principal in the Landfill Trust Fund should be preserved for some future <br />need but that interest from that account may be spent. <br /> <br />Recommendation: <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Development Dir. <br /> <br />Chief of Pol ice <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br />...L. <br />
