.

.

.

agreed and stated that the storage facility is going up on prime commercial
property.

Commissioner Hardin stated that he had three concerns: 1) the building
official should be aware of all requirements and should be informing
contractors of these; 2) enforcement of codes; and 3) the City needs some ~
ordinances to require existing businesses to improve their appearance^~~-~-8
Commissioner Hardin asked what the City can do to rectify existing situations~.~
and structures. ~ ~ ""-' ~ c\~ ~.

City Administrator Hartley responded that new structures will be handled by the
new building official.

Commissioner Ippel asked how the storage facility was allowed to build.
Community Development Director stated that the Planning and Zoning Commission
and City Council approved of the request for that use and structure in that
location. City Administrator Hartley stated that the City Council is the
governing body; the EDC has to let them know if it is unhappy with their
decisions. Mr. Hartley continued to respond to Commissioner Hardin's concerns;
the City needs to survey existing buildings to determine where non-conforming
uses exist and then needs to review existing ordinances to determine how
defensible existing ordinances are. The City also needs to apply these
ordinances equally to all properties; the City cannot attempt to apply the
entire code City-wide at one time. Commissioner DeLuca asked if certain
requirements for site improvements could be included in the licensing process.
City Administrator Hartley responded that that is a good idea. Chairman
Greenberg noted that both the EDC and Planning and Zoning Commission should be
working on this and should establish a subcommittee to make recommendations on
this matter.

The Commission agreed that there should be a joint meeting of the EDC and
Planning and Zoning Commission in July to discuss development restrictions
along Highway 10 and to establish a subcommittee to review regulations
regarding such development. Commissioner Hardin asked that a letter be sent to
the City Council indicating the EDC's concerns and that they are pursuing the
matter with the Planning and Zoning Commission and also to request that all
projects should comply with City ordinances regarding building construction.

Case #5: Information Items

a.
