<br />. <br /> <br />. <br /> <br />. <br /> <br />ECONOMIC DEVELOPMENT COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Economic Development Commission conducted a special meeting on <br />Monday, September 22, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota. <br /> <br />Members Present: Mr. Don Greenberg, Chairman <br />Mr. Jack Ippe1 <br />Mr. Ken Wagner <br />Mr. Bernie Vevea <br />Mr. Darryl Fults <br />Mr. Steve DeLuca <br /> <br />Members Absent: <br /> <br />Mr. Bob Muller <br />Mr. Glen Hardin <br />Mr. Tom Kurak <br /> <br />CALL TO ORDER <br /> <br />Chairman Greenberg called the special meeting to order at 7:05 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Consensus was to approve the agenda as submitted. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Discussion Reiardini Extension Of Sanitary Sewer And Municipal <br />Water To Industrial Area: <br /> <br />Commissioner Fults stated that the EDC sewer and water subcommittee met several <br />times regarding concerns with the cost of trunk and lateral assessments to <br />some of the existing businesses in the Industrial area. Those meetings <br />included visiting with the Coon Rapids City Assessor. It seems that it is <br />not uncommon for cities to defer or postpone assessments as long as the City <br />can show there are funds to cover those deferred and postponed assessments. <br />The time frame for hooking up to the services was also discussed. In Coon <br />Rapids, those properties with services available to them are allowed one septic <br />tank pumping before they are obligated to hook up to the service. Commissioner <br />Fults stated that Coon Rapdis also does not tie assessement payoff to sale of <br />property; only to the development of the property. <br /> <br />Commissioner DeLuca suggested that the use of landfill funds to enable <br />postponement of assessments be researched; the use of the funds would be for <br />sewer and water in the vicinity of the landfill which would address a potential <br />contamination problem. <br /> <br />Ms. Norris reported that the status of the sewer and water project is that Mr. <br />September 22>> 1986 <br /> <br />Page 1 of 2 <br />
