<br />Hartley is going to recommend that City Council redraw the specs and rebid the <br />project. <br /> <br />. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Fults supporting the <br />City Administrator recommendation that City Council redraw the specs and rebid <br />the sanitary sewer and municipal water project in the Industrial area; further, <br />that EDC is studying alternative options for postponements and deferments of <br />assessments. <br /> <br />. <br /> <br />Further Discussion: Commissioner Ippel noted that steps for the bond sale are <br />already in motion; couldn't that sale proceed contingent upon the funds being <br />used for sewer and water in the Industrial area within a certain time frame? <br />Ms. Norris stated that proceeding with the bond sale is being taken under <br />consideration. Commissioner Vevea stated that at the September 9 meeting the <br />term 'foreclosure' came into the discussion; for the record, Vevea, Inc. is not <br />being foreclosed on. Commmissioner Vevea stated that he will not agree to <br />anything that will cost Vevea, Inc. one dollar. Commissioner Vevea stated that <br />he knows of 10 businesses on Azurite that would apply for deferment of <br />assessments; don't think the City has the capability to cover those deferments. <br />Commissioner Vevea also noted that even if assessments are deferred, the <br />property value will rise, and so will property taxes, because of the <br />availab il ity of pub lic util ities. Commis sioner Fu 1 t s s ta ted tha t the <br />subcommittee also discussed the increase in property tax concern; the assessor <br />can also taken into consideration the going rate in the area for property in <br />that area. Commissioner Vevea stated that 5-6 years ago, commercial property <br />taxes doubled; as a result the Ramsey Businessmen's Association was formed; <br />commercial property in Ramsey is being taxed comparable to other property in <br />the State that has sewer and water service. Chairman Greenberg stated that EDC <br />feels sewer and water is needed in the industrial area for good economic <br />development and how to do that without forcing out existing businesses is being <br />studied. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Ippel, Wagner, <br />Vevea, Fults and DeLuca. Voting No: None. Absent: Commissioners Muller, <br />Hardin and Kurak. <br /> <br />Case #2: Discussion Raiardini Star City Participation: <br /> <br />Commission consensus was to table this case until the regular EDC meeting <br />scheduled for October 8, 1986. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Fults and seconded by Commissioner Vevea to adjourn this <br />special meeting of the Economic Development Commission. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Ippel, Wagner, <br />Vevea, Fults and DeLuca. Voting No: None.
