.

.

.

Kurak and Vevea.

NOTE CITY COUNCIL MEETING MINUTES

The Commission noted public hearing and regular City Council meeting minutes
dated August 12, 1986.

Ms. Norris stated that Parabody, Inc. and Scott Blowers' custom cabinet making
have received Council approval for conditional use permits to operate
manufacturing businesses in the old Kovar building.

The Commission noted regular Council meeting minutes dated August 26, 1986.

Commissioner Hardin noted that there has been a lot of discussion at Council
meetings focusing on in-home businesses and maybe this Commission should
discuss the matter and make a position statement regarding same.

Discussion ensued regarding whether or not any in-home businesses should be
allowed, the types that should be allowed and enforcement of the conditional
use terms.

Commissioner Hardin stated in his op1n10n, an incubator facility would be for
those businesses that are doing well enough to no longer be operated from the
home but that cannot quite afford renting or purchasing their own facility in a
commercial area; not approving home occupations creates a situation of people
no longer applying for Council approval of their home business.

Commission consensus was that the issue of conditional use permits for home
occupations be placed on the next joint EDC!P&Z agenda for discussion and that
the EDC formulate a position statement regarding same at the next regular EDC
meeting.

COMMISSION BUSINESS

Case 11: Subcommittee Reports:

a) Leiis1ative Subcommittee ~

Mr. DeLuca reported that a breakfast meeting to meet candidates John Hartinger
and Roger Schurke has been tentatively scheduled for October 2 at 7:30 a.m. at
On The Green Restaurant. Mr. DeLuca stated that he will also be inviting local
mayor and council candidates to attend. The target audience will be local
businessmen, EDC and Economic Development Corporation but the public is
welcome.

Chairman Greenberg suggested that the opposing candidates be invited to attend
on October 2.

Ms. Norris stated that the Anoka Chamber of Commerce has scheduled a meeting
with Senator Dahl the morning of September 12 at On The Green.

b)

Economic And Finance Subcommittee -

September 10, 1986
