<br />. <br /> <br />Commissioner Hardin stated that member of Economic Development Corporation have <br />met with Mr. Kumma1a regarding the development of an incubator facility; Mr. <br />Kumma1a is working to put numbers together and ED Company will research ways of <br />City participation in the project. Commissioner Hardin also noted that he, <br />Commissioner Fults and Commissioner Muller met with Marv Kytonen regarding the <br />possibility of relocating his business in Ramsey. Mr. Kytyonen will be coming <br />back with some firm numbers and ED Company members will proceed to find ways to <br />assist Mr. Kytonen also. <br /> <br />Commissioner Ippel stated that all bids for sewer and water construction in the <br />Industrial area came in at least 30% over estimate; lot of Mr. Kumma1a's plans <br />are contingent upon sewer and water. Commissioner Ippe1 also noted that there <br />was a lot of concern expressed at the September 9 Council meeting by affected <br />property owners regarding the sewer and water project and proposed assessments. <br />This Commission should take a stand to reaffirm the need for public utilities <br />in the Industrial area. <br /> <br />Chairman Greenberg stated that he is sure minutes will reflect that it has <br />always been the feeling of the Economic Development Company that existing <br />businesses in the Industrial that cannot afford the assessment should be <br />deferred until the property is sold or they hook up to the services; there are <br />not that many businesses that would receive a deferment. <br /> <br />Commissioner Fults noted that the property owners will also receive a lateral <br />assessment even though the trunk is aligned in a way that it will also serve as <br />a lateral and hook ups will be directly to it. <br /> <br />. <br /> <br />Motion by Commissioner Hardin and seconded by Commissioner Fults to reactivate <br />the EDC Sewer and Water Subcommittee to review the concerns of smaller existing <br />businesses in the Industrial area with respect to the sewer and water <br />improvement project. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Fults, DeLuca, <br />Ippel, Muller, Hardin and Wagner. Voting No: None. Absent: Commissioners <br />Kurak and Vevea. <br /> <br />Motion by Commissioner Ippe1 and seconded by Commissioner Fults to inform City <br />Council that the Economic Development Commission continues to take the position <br />that sewer and water improvements to the Industrial area are necessary for <br />development; that EDC recognizes the concerns of existing small businesses in <br />that area and has reactivated an appropriate subcommittee to review and address <br />those concerns. <br /> <br />Further Discussion: Commissioner DeLuca suggested that a letter be forwarded <br />to all businesses on Azurite Street informing them that EDC is aware of their <br />concerns with respect to the sewer and water project and a subcommittee is <br />researching the matter. Commissioner DeLuca inquired if owners of vacant land <br />in that area would also request deferment of assessments. Commissioner Fults <br />stated that the owners of vacant land would have a more marketable product <br />after the improvements. Chairman Greenberg stated that he can't see forcing <br />the smaller established businesses to an assessment. <br /> <br />. <br /> <br />Motion carried.
