<br />. <br /> <br />property in Ramsey to determine a public utility alignment that will allow for <br />maximum development. Commissioner Fults stated that the owners of Ramsey 67 <br />are not in favor of the improvements and assessments to the industrial area; <br />they feel that the amount of the assessments will raise the price of the land <br />too much to make it marketable. <br /> <br />Commissioner Ippel stated that it is for this reason that he has been stressing <br />the importance of having a full time person to promote economic development in <br />Ramsey. <br /> <br />c) Publicity- <br /> <br />Commissioner Ippel stated that the subcommittee is seeking bids and ideas for <br />the promotional tape. <br /> <br />d) EDC/P&Z Subcommittee - <br /> <br />Ms. Norris stated that the EDC/P&Z subcommittee will be meeting this evening. <br /> <br />Case #2: Discussion Reiardini Joint Economic Develonment Commission ~. <br />Plannini And Zonini Commission MeetiI\i: <br /> <br />Chairman Greenberg noted that some good discussion came out of the joint <br />meeting; seems most of the development problems on Hwy. #10 have to do with <br />poor communication. <br /> <br />Case #3: Discussion Rea-ardini Use Of Landfill Trust Funds: <br /> <br />. <br /> <br />Ms. Norris stated that the ordinance states that landfill trust funds can be <br />used to handle landfill related activities. That fund is derived from proceeds <br />from the sale of the landfill and interest accruing; as of December 30. 1985 <br />the fund balance was 1.2 million. The other landfill fund is derived from <br />tipping fees and that amounts to about $10.000!month. That fund use is <br />controlled by State statute and is supposed to be used for mitigating and <br />compensating the adverse affects of a landfill. <br /> <br />Commissioner DeLuca stated that he served on the Landfill Ad Hoc Committee and <br />reading somewhere that the intent in the early days was primarily to use funds <br />to develop that site for park and recreational use. The use of landfill funds <br />was discussed by the Landfill Ad Hoc Committee and their recommendation was <br />that Council not spend the principle but that the interest. or a portion of it. <br />could be used for various projects throughout the City. <br /> <br />Discussion enused regarding using landfill trust funds to fund a business <br />incubator project. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Fults directing Ms. <br />Norris to research whether or not landfill trust funds are available for use <br />and if enconomic development projects qualify. <br /> <br />Further Discussion: Commissioner Fults inquired if a specified amount should <br />be requested for funneling into the incubator project. Commissioner Ippel <br />suggested it be determined whether or not those funds are available for use <br />. first.
