Commissioner Ippel stated that it would be more appropriate to first
determine if and how much funds are available for use. compile a priority list
of projects and approach Council at that time.

Motion carried. None of the proposed legislation has been
acted on yet.

Commission consensus was to table this case discussion until such time as
proposed tax increment legislation has been acted on.

Case #5: Discussion Regarding Establishment Of Ad Hoc Committee To Review
Water Problems In The City:

Commissioner Fults stated that there has been a lot of City discussion
regarding storm sewers; nobody has researched whether or not drainage ditches
need cleaning; if so. it could alleviate some of the drainage problems and it
would be a big cost saving over storm sewer construction. It would be a very
educational experience for people from drainage problem areas to serve on such
a committee.

Commissioner DeLuca stated that the only way to have a productive committee is
to have both factions represented. people experiencing drainage problems and
people that are not.

Discussion ensued regarding that Economic Development Commission attention to
drainage problems is appropriate; if one of the areas relieved by the cleaning
of ditches is the Industrial area. then those property owners will be spared
the expense of storm sewers.

Commissioner Ippel stated that Council is ready to make a decision with respect
to storm sewers; it is too late to request that they form an ad hoc committee;
should request council to research whether or not the drainage ditches need
cleaning. Commissioner Ippel noted that from the air you can really see where
drainage ditches are plugged.

Motion by Commissioner DeLuca and seconded by Commissioner Ippel to request
that City Council establish a Water Problem Ad Hoc Committee with membership
composition including affected persons and water management knowledgeable
persons.
