<br />. <br /> <br />to hasten that process? City Administrator Hartley responded that the <br />timetable for Site P resolution is underway; the City cannot take any action on <br />that now. What the City can do now is to determine reasons why it is <br />inappropriate to locate landfill operations on Site P. Staff is doing this now <br />by offering comments on the Environmental Assessment Worksheet for Site P <br />regarding what issues need to be addressed in the Environmental Impact <br />Statement (EIS). Commissioner Ippel commented that the County seems to do many <br />things which impact cities greatly without the cities' knowledge. City <br />Administrator Hartley responded that the County has to evaluate the EIS to <br />determine its acceptability and there are many issues that need to be included <br />in the EIS. <br /> <br />Commissioner Hardin stated that he thought the landfill commission should be <br />aware of and be responsible for the following issues: <br /> <br />- future uses of the landfill - expansion and reduction <br />- termination of landfill usage <br />- methane gas issues <br />- Landfill Trust fund uses <br />- Site P issues <br />- Buffer area/commercial-industrial development <br />- Waste Management issues - follow up <br />- Legislative issues <br />- Waste Management/Anoka County issues <br /> <br />Commissioner Ippel stated that the following issues should be included: <br /> <br />. <br /> <br />- Drainage - short and long term <br />- Monitoring/testing <br />- Lobbying efforts <br /> <br />Commissioner Fults added that extending utilities (especially municipal water) <br />to the residential areas aroung the landfill should also be an issue for this <br />commission. <br /> <br />City Administrator Hartley asked whether the Commission saw the issues for the <br />landfill commission directly or indirectly related to economic development. <br />Commission Hardin stated that some were direct such as buffer area development <br />while others were indirect. Commissioner Ippel stated that that was why <br />representation from each Commission was so important. <br /> <br />City Administrator Hartley commented that there were a lot of issues that a <br />volunteer commission would be responsible for. Commissioner Fults stated that <br />the Council doesn't seem to pay much attention to Commission recommendations; <br />the Council needs to rely on the Commissions more. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Fults that the <br />landfill commission should cover those issues listed above plus any other <br />issues that are appropriate with respect to the current City policy regarding <br />the landfill such as opposing Site P and any expansion and to protect the City. <br /> <br />Motion carried. Voting yes: Chairman Greenberg, Commissioners Fults, Hardin, <br />Wagner, Ippel and Vevea. Voting no: None.
