<br />. <br /> <br />. <br /> <br />. <br /> <br />Case #2: Discussion regarding Anoka-Champlin Fire Denartment <br /> <br />City Administrator Hartley outlined the proposal for Ramsey joining the Anoka- <br />Champlin Fire Department. Commissioner Ippel asked if there was a way to get <br />out of the agreement at some time if the City opted to do so. City <br />Administrator Hartley responded that there is a clause in the agreement that <br />addresses that. <br /> <br />Chairman Greenberg stated that participating in the joint fire department made <br />sense for Ramsey. Ramsey could never afford its own fire department and <br />equipment. <br /> <br />Commission Wagner asked how this would impact insurance rates. City <br />Administrator Hartley stated that Ramsey currently has the lowest rating <br />possible; there are several criteria in rating cities: the availability of <br />water, transportation problems, and density problems. Ramsey may be too dense <br />for an improved rating unless there are several stations scattered throughout <br />the community. <br /> <br />Motion by Commissioner Vevea and seconded by Commissioner Fults to recommend <br />to the City Council that Ramsey participate in the Anoka-Champlin Fire <br />Department. <br /> <br />Further discussion: Commissioner Hardin asked about the annual costs to <br />Ramsey. <br /> <br />Motion carried. Voting yes: Chairman Greenberg, Commissioners Fults, Wagner, <br />Vevea and Ippel. Voting no: None. Abstaining: Commissioner Hardin. Absent: <br />Commissioners DeLuca, Kurak and Muller. <br /> <br />Case /J3: Discussion rellarding Star C i tyd and ec onomic - deve16pment technical <br />assistancenroirams <br /> <br />Community Development Director Norris stated that staff from the Minnesota <br />Department of Energy and Economic Development could not attend this morning's <br />meeting as originally planned. She stated that she would reschedule them for <br />the July 9, 1986 meeting. <br /> <br />Commission Input <br /> <br />Chairman Greenberg asked for information on the Mississippi River Park. City <br />Administrator Hartley explained that the City Council was opposed to increasing <br />the park at the cost of prime commercial/industrial land. The County has <br />stated that they only want the property along the river and that the commercial <br />property would be sold back for development. City Administrator Hartley stated <br />that he had concerns regarding this plan and for extending utilities along park <br />land. He also stated that the City needs to evaluate this proposal with <br />respect to the loss in tax base. Mr. Hartley stated that while park <br />development is beneficial to the community we need to be careful that the costs <br />don't exceed the benefits. <br /> <br />Commissioner Ippel asked if there was a development plan for the park and <br />whether there was a danger of the County siting a Site P in that area. <br /> <br />Motion by Commissioner Fults and seconded by Commissioner Hardin to adjourn the <br />June 18, 1986 Economic Development Commission <br /> <br />Page 3 of 4 <br />
