"3>-"}.. ~ - -s""\ ~ <br /> <br />NOTE CITY COUNCIL MEETI~G M1mlTF.S <br /> <br />Commission proceeded to discuss Council minutes dated February 25, 1986, <br />sp:cifically Waste Management of Minnesota, Inc.'s presentation of items <br />included in their pro};X>sed vertical expansion of the landfill site. <br /> <br />'ll1e Conunission expressed ooncern with the pro};X>sed faster rate of water run-off <br />from the hill and the ability of the site to provide adequate J;X>nding areas to <br />acoonunodate the increased water build up. <br /> <br />Motion ~ Conunissioner Kurak and seoonded ~ Commissioner Ippel to request that <br />Ci ty Council seriously oonsider all asp:cts of Waste Management of Minnesota, <br />Inc. 's request for vertical expansion of the landfill site prior to granting <br />any City appprovals that might be necessary. <br /> <br />Further Discussion: Olairman Greenberg stated that the basis for this motion <br />is EDC's ooncern with: 1) Water drainage and grounQolater levels; 2) Height <br />restrictions associated with airJ;X>rt airspace. Commissioner Kurak stated that <br />he feels the water run off should be di rected to the river rather than held in <br />};X>nds on the site. Commissioner DeLuca stated that from a oontarnination <br />stand};X>int, it migh t be better for the water to be held on the si te for <br />monitoring and processing pur};X>ses. <br /> <br />Arnendnent ~ Commissioner Vevea to state that based on ooncerns wi th water <br />drainage and airJ;X>rt airspace, the EDC Commission is recommending that City <br />Council oppose any vertical expansion of the landfill site. <br /> <br />Further Discussion: Commissioner DeLuca stated that one of EDC's main ooncerns <br />should be grounQolater J;X>llution; at this J;X>int in time there is very little <br />that can be done wi th the water that is already in the si te and the only <br />effectual oontrol the City will have on future grounQolater oontarnination will <br />be ~ oontrolling the amount of addi tional rainfall that p:netrates the site. <br />Commissioner Kurak stated that history shows Waste Management statements of <br />closing dates and end uses of the hill; none of which have happ:ned but the <br />requests are still oorning in to lengthen the site life. Commissioner Hardin <br />stated that Council should reinstitute the Landfill Committee. Commissioner <br />DeLuca stated that problans arise when advisory comrni ttees are established and <br />their advice carries no weight; the Landfill Committee should have a member of <br />Council serving on it to provide that di rect input at Council level. <br />Conunissioner Hardin suggested that one rnanber from each City Commission and 2 <br />manbers of the private sector also serve on the Landfill Committee. <br /> <br />Commissioner Kurak withdrew his motion; Commissioner Ipp:l withdrew his seoond; <br />and Cbnunissioner Kurak withdrew his arnendnent. <br /> <br />Motion ~ Conunissioner Kurak and seoonded by Commissioner Ipp:l stating that <br />the Eoonornic Development Commission realizes that the best cap J;X>ssible is <br />Marcb 12, 1986 <br /> <br />Page 2 of 5 <br />
