Public hearing and regular City Council meeting minutes dated March 25, <br />1986. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Subcommittee Reports: <br /> <br />a. Legislative Subcommittee - <br /> <br />Commissioner DeLuca stated that he has been in contact with Representative <br />Hartinger regarding: 1) Unemployment Insurance; 2) Commercial Insurance; <br />3) Commercial Real Estate Taxes. Commissioner DeLuca received a letter from <br />Representative Hartinger dated March 10, 1986 which summarizes as follows: <br /> <br />1. Unemployment Insurance - House File 1847 is designed to guarantee <br />permanent solvency to the Unemployment Insurance Trust Fund without <br />any additional tax increases. <br /> <br />2. Commercial Insurance - House File 1776 is an attempt to moderate <br />the civil justice system with the resulting slow-down on insurance <br />cost increases. Ceilings on non-economic damages, punitive damages <br />were abolished in civil action and joint liability of defendants <br />has been limited. <br /> <br />3. Commercial Real Estate Taxes - House File 1815, at the time of this <br />letter, was in conference committee. It would provide for a one <br />year commercial-industrial property tax refund for 1987. The <br />property is eligible for a refund if its payable 1987 property <br />taxes exceed 105 percent of its payable 1986 property taxes and its <br />effective rate exceeds 4%. The refund would be equal to 50% of the <br />increase over 5%. <br /> <br />Commissioner DeLuca noted that the above information taken from Representative <br />Hartinger's letter may have changed since legislature was still in session at <br />the time he received this information. <br /> <br />Commissioner Fults stated that property taxes on raw land (commercial, <br />industrial and residential) needs to be addressed. <br /> <br />b. Publicity Subcommittee - <br /> <br />No report at this time. <br /> <br />c. Economic and Finance Subcommittee - <br /> <br />No report at this time. <br /> <br />Ca~e #2: Discussion Regarding Public Hearing On April 22. 1986 Regarding <br />Extension Of Public I~rovements To City's Industrial Area: <br /> <br />Chairman Greenberg noted that the feasibility report for extension of utilities <br />to the Industrial area varies in theory from what was discussed in past years <br />April 9, 1986 <br /> <br />Page 2 of 3 <br />
