<br />. <br /> <br />(It <br /> <br />,r.'. <br /> <br /> <br />Mr. Deemer referred to a building recently 'constructed on the property of <br />Plants and Things and stated it violates setback requirements, use and State <br />construction code. Mr. Deemer stated that he objected to the manner in which <br />the property owner got the building in their and nobody at City Hall seemed to <br />care. <br /> <br />Mr. Goodrich replied that the building was constructed at a time when Ramsey <br />had a new building inspector on board for a period of two weeks. <br /> <br />Chairman Peterson inquired if there is adequate City Staff to enforce <br />ordinances. <br /> <br />Mr. Hartley replied that Ramsey i.s slimly staffed; a higher level of ordinance <br />enforcement will require additional staff. <br /> <br />Mr. Zimmerman stated that p&Z recognizes. the need for attractive businesses <br />along Hwy. 10 and when they vote against inappropr iate bus ines s des igns) EDC <br />views p&Z as being anti-business. <br /> <br />Mr. Ippel stated that controls and personnel to enforce those controls are <br />needed to develop Hwy. 10 in a more aesthetic manner; if it requires <br />additional city staff, then the commissions should make appropriate <br />recommendations. <br /> <br />Mr. Fults stated there is a real need for a straight forward policy developers <br />can refer to; with the current situation, they don't know if what they are <br />proposing will be approved until after the last procedure has been completed. <br /> <br />Mr. Peterson stated that recodification is heading in that direction. <br /> <br />Mr. Hendricksen inquired as to why existing ordinances can't be enforced. <br /> <br />Mr. Goodrich replied that ordinances can be enforced; the case of Plants and <br />Things got out of hand and the Courts are not interested in correcting a <br />situation that was allowed to happen. <br /> <br />Mr., Ippel stated that the car dealer on Hwy. 10 and Cty. Rd. 1156 is creating a <br />traffic hazard. <br /> <br />Ms. Norris stated that the County recently posted a 'No parking at any time' <br />sign on Cty. Rd. #56. <br /> <br />Chairman Peterson inquired if the City ~as set a precedence in not uniformly <br />enforcing the zoning ordinances. <br /> <br />Mr. Goodrich replied that the City has not established a policy of not <br />enfor~ing the code; the City runs into problems where it has issued a building <br />permit and allowed something to happen. <br /> <br />Discussion ensued regarding the need for an ordinance restricting construction <br />material type and the need for stricter enforcement of existing ordinances. <br /> <br />May 13, 1986 <br /> <br />Page3 of 5 <br />
