(.

Mr. Hartley noted that the City will be interviewing applicants for the
position of building inspector in the near future and the quality of
ordinance enforcement will depend on the person selected to fill that position.

Motion hy Commissioner Howell and seconded hy Commissioner Shumway to strongly
urge City Council to hire a full-time Class II Building Inspector and a full-
time Community Services Officer.

Voting Yes: Chairman Peterson, Commissioners Ippe I, Shumway, Kurak, Howell,
Deemer, LaDue, Wagner, Fults and Hendricksen. Voting No: Chairman Greenberg,
Commissioners Zimmerman, Vevea and DeLuca. Absent: Commissioners Muller and
Hardin.

Chairman Greenberg and Commissioners Vevea, DeLuca and Zimmerman noted for the
record that they are in favor of hiring a full-time building inspector but do
not necessarily see the need to hire a full-time community services officer at
this time.

The Planning and Zoning Commission asked for input from EDC regarding what
kinds of developments are desired where to b~ used in their preparation of
performance standards.

Case 1/4;;..

D~US~:~~ Regarding Corridor(s) For Mississippi Riv~r Brid~e
Crossing'S;

{-:.

Mr. Hartley stated that Anoka should be urged to continue Thurston Avenue
through Ramsey to connect with County Rd. #5. Both river crossings and
Thurston Avenue have the potential to improve Ramsey's self image.

Mr. Greenberg stated that the idea for Thurston Avenue Would be good only if
there is a Mississippi River bridge crossing at that point also. If the
present bridge is expanded to 6 lane, traffic coming into Ramsey should be
routed out West Main instead of going up the cloverleafs and onto Hwy. 10.

Mr. Deemer stated that there are two viable river crossings coming out of the
Metro )'raffic Task Force -- Thnrston Avenne and Cty. Rd. 9 in Coon Rapids;
Thurston Avenue will be less expensive and more viable.

Mr. Fults stated that communication and discnssions should take place to set np
traffic flow guidelines for developers to follow.

CQMMISSION INPUT

Chairman Greenberg suggested that another EDC/P&Z joint meeting be held in a
couple of months and in the meantime recommendations for stricter zoning
regulations on property along Hwy. 10 should be considered.

Mr. Fults stated that EDC shonld he made aware of when P&Z will he discussing
performance standards so that input can be provided.

Consensus was that EDC and p&Z should meet quarterly with a subcommittee
established to prepare agendas for those meetings.

.

May 13. 1986

Page4 of 5
