Commissioner Ippel that the motion is requesting <br />funding for the project; video content and market stragegy can be worked out <br />while waiting for that funding. Chairman Greenberg and Commissioner DeLuca <br />stated that they feel the request for funding will be received more favorably <br />if there is more definite information available regarding video content and <br />market strategy. <br /> <br />Motion failed. Voting Yes: Commissioners Kurak and Ippel. Voting No: <br />Chairman Greenberg, Commissioners Hardin, Wagner, Fults, Muller and DeLuca. <br />Absent: Commissioner Vevea. <br /> <br />Motion by Commissioner Fults and seconded by Commissioner DeLuca directing the <br />Promotional Tape Subcommittee to prepare a video content and market strategy <br />outline for the Ramsey promotional tape and to present that package to the <br />Economic Development Commission at their next meeting. <br /> <br />Further Discussion: Commissioner Hardin stated that he is looking for <br />information like what type of audience the video will be aimed at, items to be <br />included in the video, production tasks that will be performed by EDC <br />personnel and whether or not the intent can be accomplished in 10 minutes. <br /> <br />Motion carried. Roberts Arid COmpany Reiardini Business Incul>ator <br />Project: <br /> <br />Mr. Bob Kirchner, Anoka Community Development Director was present and stated <br />that through a study regarding the feasibility of a small business incubator <br />facility it was determined that the Kovar building in Ramsey would be the most <br />suitable. Anoka EDC would like Ramsey to discuss a joint venture incubator <br />facility that would be privately operated with some public strings attached. <br /> <br />Jim Roberts of Pryde, Roberts and Company based in Washington, D.C. was present <br />and stated that his company develops, finances and manages incubator <br />facilities. An incubator facility provides space at affordable rates on a <br />short term lease, administrative services, advice and seed capital. Business <br />that are initiated from an incubator facility have a 80-90% success rate and <br />they generate employment. The community's involvement would be through an <br />advisory board or board of directors. <br /> <br />Ms. Norris stated that incubator projects qualify for CDBG funds. <br /> <br />Motion by Commissioner Hardin and seconded by Commissioner Fults directing Ms. <br />Norris to schedule a joint meeting between the Anoka and Ramsey Economic <br />Development Commissions to review in detail the feasibility of a joint business <br />incubator facility project. <br /> <br />. <br /> <br />May 14, 1986 <br /> <br />Page 4 of 5 <br />
