Chairman Greenberg suggested that Ramsey be brought to the <br />attention of GM: we have the area required, river, airstrip and rail service <br />and municipal utilities could be made available. <br /> <br />Commissioner Cox stated that he cannot imagine why a coporation wi th that <br />amount of knowledge would consider locating in Minnesota with the tax climate <br />the way it is: Ramsey should be in the ballpark but Minnesota laws rule <br />Ramsey out. Commissioner Cox added that he shares Chairman Greenberg's <br />feelings and stated 'nothing ventured, nothing gained'. <br /> <br />Commission consensus is that Commissioner Cox contact the Governor's office <br />regarding the State propoSing Ramsey to GM as a potential location for the new <br />GM division. <br /> <br />Motion by Commissioner Miller and seconded by Commissioner Wagner to approve <br />the draft of the Economic Development Brochure. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Miller, Fults, <br />Vevea, Hardin and Wagner. Voting No: None. Abstain: Commissioner Cox. <br />Absent: Commissioners Schmidt and Muller. <br /> <br />'!he Commission authorized Ms. Norris to inform Mr. Gary Schneider that the <br />printing of the brochure must be let for bids. <br /> <br />r~~e. ft3.: Review Of . GPaoter R.. Ci tv, Charter. By Ci~y. Attorn~v: <br /> <br />Commissioner Cox pointed out examples in a recent Council agenda of how the <br />Charter makes Council action at meetings time consuming. <br /> <br />'!he Commission proceeded to discuss the time frames imposed by the Charter and <br />it's adverse affects on development in the Ci ty . <br /> <br />Commissioner Fults stated that any proposed development in compliance with all <br />City codes should be able to be walked through Staff and not even brought to <br />Council for approval. Ramsey's development rules should be more uniform: <br />Ramsey makes new rules every time a new development comes in. <br /> <br />Commissioner Cox stated that Commissioner Fults' suggestion would be <br />reasonable if Ramsey did not have all these Charter stipulations standing in <br />the way: additional City Staff are going to be required to address the needs <br />in the Charter. Commissioner Cox stated that he has not enjoyed it, but he <br />has been trying to point out the adverse affects of the Charter at Council <br />meetings. Commissioner Cox stated that City should go back to Chapter 429. <br /> <br />Motion by Commissioner Fults and seconded by Commissioner Miller to recommend <br />that Ci ty Council ini tiate proceedings to amend the Chapter 8 of the Ci ty <br />Charter by replacing Ordinance #84-8 'Public Improvements-Special Assessments' <br />with Minnesota State Statute Chapter 429 which regulates local improvements. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Miller, Fults, <br />Cox, Vevea, Hardin and Wagner. Voting No: None.
