. This discussion was carried out during Commdssioner Fults' subcommittee report in Case #1 of these minutes. Charter Commission minutes from February 28, 1985 and March 14, 1985 were included in this EDC agenda and Commissioner Hardin stated that the minutes do have a negative overtone. Commissioner Miller referred to the March 14 Charter minutes, particularly Chairman Sieber's comments regarding that develo~rs should not mind s~nding another $2,000 for an interim publication of a newsletter when developing a million dollar project and projects not really being truly 100% assessed out; Commissioner Miller noted that Chairman Sieber doesn't also note the benefits derived from developnent like increased tax base and employment. . Commissioner Wagner suggested that EOC appoint a committee to work hand-in- hand with the Charter Commission as coo}?eration might to a long way. Commissioner Cox stated that the Mayor nCM sees hCM the charter r6Iuirement to read resolutions prior to adoption obstructs the flCM of Council meetings; ~ople should have the right to have a resolution read, but the charter r6Iuirement to do so should not be written in reverse; the Mayor is willing to support this change. Commissioner Cox stated that the Mayor serves on Council and Charter Commission and this allCMS for one ~rson to serve on two law making or governing bodies. Canmi.ssioner Cox stated that the Charter Commdssion had good intentions but he doesn't believe that any committee can change the negative approach of the Charter Commission. Case #6: Information Item: Meeting On Tax Increment Financing: Chairman Greenberg urged all EDC members to attend the April 30, 1985 meeting on tax increment financing. Case #7: Informational Item: Update On North Metro Traffic Task Force: Ms. Norris stated that next week the Task Force will be reviewing existing bridges and potential bridges. Chairman Greenberg r6Iuested that Ms. Norris direct the Task Force's attention to the Thurston Avenue Crossing; develo~rs across the river should be made aware of the potential bridge crossing and a decision on that crossing should be made as soon as possible. Commissioner Cox stated that Mr. Bill Ayers of Cornelius has informed him that negotiations have begun with pro~rty CMners to the north and they are anxious to get involved in this project.
