Special City Council meeting minutes dated July 29, 1985. <br /> <br />Corranissioner Fults stated that the bad publicity Ramsey has J::een J::een getting <br />and the wew City Council is oonducting business is red for real estate business <br />in Ramsey. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Interviews With Applicants For Vacancies On Commission: <br /> <br />Mr. Steve DeLuca was present and stated that he lives and works in Ramsey and <br />is ooncerned with the eoonomic growth of the oommunity J::ecause without a solid <br />tax rese to draw fran, the City is forced into this existing tax base which is <br />hard on both segments - commercial and residential. Mr. DeLuca stated that he <br />is ooncerned with the nunJ::er of businesses that are leaving Ramsey. Mr. DeLuca <br />proceeded to read his statement made to City Council on August 13, 1985 (refer <br />to Council minutes dated August 13, 1985 for that statement). <br /> <br />Case #2: Subcorranittee Reports: <br /> <br />A. Legislative- <br /> <br />No rep:>rt at this time. <br /> <br />B. Finance And Economic - <br /> <br />CoIrmissioner Fults stated that this subcommittee is still researching wews to <br />get municipal. services to Mate Punch and Die. A meeting is scheduled for <br />August 21 with Ms. Waelti to discuss the p:>ssibility of tax increment funds <br />being used for sewer extension. Using CDBG funds for the trunk line mew create <br />some hard feelings with other developers who have bonded for trunk line, <br />especially if the City cannot assess the landowners for sewer p;lid for with <br />CDBG funds. Comnissioner Fults stated that mewbe the west landowners should be <br />encouraged to do what the landowners on the east had to do. <br /> <br />Chainnan GreenJ::erg stated that he views using CDBG funds and/or tax increment <br />funds for municipal. services as an effort to keep those existing businesses in <br />Ramsey . <br /> <br />Ms. Norris stated that CDBG funds can J::e used for lateral sewer lines as a <br />loan1 CDBG funds cannot be used for trunk lines. <br /> <br />Corranissioner Fults stated that at the August 13 Council meeting it was brought <br />up that Waltek is J::eing fined $25,000 for improper storage of hazardous <br />chemicals. 'nlere is no oontamination but the IOtential is there and PeA has <br />chosen to fine Waltek rather than give the oomp;lny a certain amount of time to <br />August 14, 1985 <br /> <br />Page 2 of 4 <br />
