Regular Airport Commission meeting minutes dated December 14, 1983. <br /> Commissioner Miller inquired as to the status of Charter Commission progress. <br /> <br />. <br /> <br />Mayor Gamec made the following statements as his personal opinion. 'Do <br />not see much difference between the charter and Ramsey's current form of <br />government. Currently, the City is getting good input from the citizens <br />and Council is responding to those citizens. Charter initiation is a <br />normal frustration council's go through when controversial issues such as <br />sewer and water, airports and tax increment are brought up. The parts of <br />the charter I do have a problem with are Chapters 7 and 8 which deal in <br />financing and taxation. The~e are persons on the Charter Commission who <br />do not understand taxes, finances, bonding, etc. and it is a very complex <br />subject to try and explain. I do not have a problem with initiative and <br />referendum and recall; the way it is set up, it will require a petition of <br />10% of the registered voters in the City. There will be more costs involved <br />to the City in the way of paperwork for the purpose of following up on <br />ordinances and procedures that will require revising if the charter is adopted. <br />If the charter went with initiative and referendum, recall and adopting <br />Chapter 429 as an assessment policy, I would have no problem with it. My <br />main concern is financing and taxation. Chapters 7 and 8 are the real guts <br />of the charter. Financially speaking, Ramsey is in good shape; that could <br />change if we do not have a good Chapter 7 and 8. I would expect that the <br />Commission is booking at a May ,or June election date. The Charter Commission <br />is planning on one or two more public hearings. I would expect that Council <br />and Charter Commission will have to take a stand on the Charter one'itWay or <br />the other. A number of items the Charter Commission asked for, we already <br />have in the City. There are a lot of mixed emotions on the Charter Commission; <br />some ?ave a real resentmen~ towards government and some have found that the <br />current form of government is not that bad. As the charter draft stands now, <br />I, personally, could not endorse it. I have enjoyed serving on the Commission, <br />it has been a learning experience and I have discovered that State law <br />pretty much takes care of us and the issues that really concern the citizens, <br />we can't do anything about. A couple of years of stagnancy, which could be <br />created by a poor Chapter 7 and 8, will be very difficult for the City to <br />recover from. With financing the way it is today, a city has to be able to <br />move fast and put packages together, or they lose the development.' <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Report On Seminar Regarding Economic Development And Local Government: <br /> <br />Mayor Gamec dismissed himself from the meeting at this time. <br /> <br />. <br /> <br />City Administrator Schnelle reviewed his report dated January 17, 1984 to <br />the Economic Development Commission regarding seminar on Economic Development <br />and Local Government. <br /> <br />EDC/January 18, 1984 <br />Page 2 of 6 <br />
