<br />. <br /> <br />Mr. Schnelle stated that there is a lot of knowledge to be gained regarding <br />financing and stressed the fact that General Obligation bonding is the <br />backbone of all economic development within a city. Without General <br />Dbligation bonding, development will not be near as great; it is a major <br />facet in all development. Mr. Schnelle stated that he has stressed to the <br />Charter.Conunission that they be sure that the charter does not hinder the <br />City's bonding ability. Mr. Schnelle also pointed out that developers want <br />to go with an established, well-organized conununity. The way the charter <br />is now drafted, it does not prevent development but it makes it difficult. <br />Mr. Schnelle then distributed copies of Maple Grove's Economic Policy. <br /> <br />Discussion ensued regarding what financial assistance is available for the <br />businessmen. " <br /> <br />Commissioner Vevea noted that the emphasis is always on new business; this <br />Conunission should do some research into programs that are available to <br />existing businesses. We have businesses in Ramsey that are seeing hard <br />times and the word is spreading. There should be a certain amount of emphasis <br />given to what we can do for existing business and then build into considering <br />new businesses. The businesses bhat are already here went through a lot to <br />get where they are and in some cases, they me less of a gamble to work with <br />than new businesses. <br /> <br />. <br /> <br />Mr. Schnelle replied that the purpose of the EDC Economic Subconunittee <br />is to find ways to attract new businesses and the purpose of the Financing <br />Subcommittee is to seek out funding programs. Existing businesses have a <br />leg up on new businesses; new business is having a tough time trying to <br />get started. <br /> <br />Conunissioner Cox agreed with conunissioner Vevea and pointed out that you do <br />have to continue to attract new business or you will never be able to alleviate <br />the disparity in tax burden; so few are carrying the major tax burden. <br /> <br />Chairman Greenberg interpreted Conunissioner Vevea's conunents as searching <br />out programs available to the existing businessman and promoting them. <br /> <br />Case #2: Report On Conununity Development Block Grant Funding And Recommendation <br />On Utilization Of Conununity Development Block Grant Funds: <br /> <br />Mr. Schnelle stated that Ramsey CDBG funds will be approximately $90,000 <br />over a 3 year period (1984, 1985 and 1986). Ramsey is requesting that <br />their CDBG funds be made available in 1985. A use form has to be prepared <br />in order to apply for the funds. Council really can't designate uses until <br />they see the direction of the Economic Development Conunission by way of an <br />Economic Policy, which Council has authorized preparation of. <br /> <br />Mr. Schnelle also noted that consideration should be <br />Burns Township regarding a joint CDBG funds effort. <br />for County funds designated for economic purposes. <br /> <br />given to approaching <br />Ramsey is also eligible <br /> <br />Motion by Conunissioner Miller and seconded by Commissioner Vevea that Chairman <br />Greenberg and Conunissioner Cox attend the next Burns Township Board Meeting <br />regarding the possibility of a joint CDBG funds effort. <br /> <br />. <br /> <br />Motion carried.
