<br />Case #2: .Report On Progress Of Proposed Uses Of Community Development Block <br />Grant Funds: <br /> <br />. <br /> <br />Mayor Gamec explained that Ramsey receives Community Development Block Grant <br />funds through HUD; these are tax dollars appropriated by the Federal <br />Government to Counties with a population of 200,000 or more. One of Ramsey's <br />first CDBG projects was the finishing off of lower level at City Hall. This <br />use of the funds qualified because lower level of City Hall serves as a <br />meeting place for senior citizens. Applications for these funds are based on <br />benefitting: <br /> <br />1. Low income housing. <br /> <br />2. Senior citizens. <br /> <br />3. City valuation. <br /> <br />Ramsey's allocation, $90,939.00 is spread over a 3 year period and we would <br />like to make use of these funds in 1985. Recommended areas for the utilization <br />of these funds is as follows: <br /> <br />1. Public facilities and improvements: building, roads, sewer/water <br />facilities, parks, etc. <br /> <br />2. Acquisition of property for public purpose <br /> <br />3. Clearance <br /> <br />. <br /> <br />4. Public services: employment, recreation, education, health, crime <br />prevention, welfare, etc. (as long as these activities do not replace <br />those currently funded by city or county) (limited to 15% of Target <br />Area grant by all cities in Target area). <br /> <br />5. Relocation of displaced persons. <br /> <br />6. Handicapped accessibility improvements (including within government <br />buildings) . <br /> <br />7. Privately owned utilities (gas, electric, etc.). <br /> <br />8. Rehabilitation of private or public buildings. <br /> <br />9. Economic development: assistance to industries/commercial development. <br /> <br />10. Planning costs associated with a CDBG activity. <br /> <br />Commissioner Schmidt inquired if using a portion of the funds to establish <br />Ramsey's Local Development Corportation wouldn't be appropriate. <br /> <br />Mr. Schnelle replied that he did not think using the money to establish the <br />Local Development Corporation would qualify, that the Federal government <br />wants concrete proof that the funds improved the economic situation of the City. <br /> <br />. <br /> <br />Commissioner Schmidt suggested that a nominal amount be utilized to get the <br />Local Development Corporation off the ground, along with capital from the <br />private sector, as it will enhance the potential for future employment <br />in Ramsey.
