<br />Commissioner Miller seconded the motion for further discussion. <br /> <br />. <br /> <br />Further Discussion: Commissioner Miller emphasized the point in the motion <br />regarding a comparison of what the City has now and how the Charter will <br />change it. There was a general Commission concurrence that 30 days to study <br />the document, prior to the public meeting, would be appropriate. Commissioner <br />Guy inquired if adopting the Charter meant a definite increase in taxes. <br />Mayor Gamec replied that some items in the Charter will not cost the City and <br />some items will definitely create an increase in cost to the City. Mayor <br />Gamec stated that there is always talk of streamlining government costs, and <br />the Charter does not do that. Commissioner Schmidt stated that the purpose <br />of his motion is not to advocate or defeat the adoption of a new Charter; itts <br />purpmse is to simPly give Commission members and citizens an opportunity to <br />consider it prior to the public meetings. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Miller, Schmidt, <br />Guy, Vevea and Fults. Voting No; None. Absent; Commissioners Cox, Schneider <br />and ~Muller. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Subcommittee Reports; <br /> <br />a) Legislative Subcommittee ~ <br /> <br />No report. <br /> <br />. <br /> <br />b) Finance Subcommittee - <br /> <br />Commissioner Schmidt noted a letter from Senator Dllrenbe~g<,to_MayorGa.mecc' <br />dated January 31, 1984 regarding Industrial Development Bonds. Commissioner <br />Schmidt stated that this particular field is in great turmoil and there <br />is hope that some of the problems will be resolved in April by Congress. <br />The letter indicates that Senator Durenberger is concerned with large <br />amounts of tax exempt financing and the pressure Industrial Development <br />Bonds put on municipal financing. <br /> <br />Mayor Gamec stated that if the law goes through as proposed, placing caps <br />on the total amount of tax~exempt bonds that could be issued by all <br />governments w.;i:thin anyone state each year, Minnesota would get a certain <br />amount and most ~ikely all that industrial revenue bond money would be <br />divided up among the major cities. <br /> <br />Commissioner Schmidt concurred that authority would be passed from Federal <br />to State to Metro Council, which WQuld recommended distribution of the <br />money based on:their desired growth patterns. <br /> <br />c) Economic Subcommittee ~ <br /> <br />Commissioner Fults stated that he attended an Economic Development Workshop <br />put on by the Metro Council January 10, 11 and 12, 1984 in which it was <br />stressed that time is of the essence for profitable development. <br /> <br />. <br /> <br />Commissioner Fults stated that he has been contacted by three firms in the <br />last week looking for land on which to locate their businesses and they <br />chos-e the City of Blaine because they say 'Blaine is easy to work with.
