<br />Chairman Greenberg pointed out that the EDC does not have any voting power, <br />that it makes recommendations to City Council. <br /> <br />. <br /> <br />All applicants were receptive to the idea of serving on EDC subcommittees. <br /> <br />NOTE CHARTER COMMISSION AND AIRPORT COMMISSION MEETING MINUTES <br /> <br />The EDC noted the following: <br />1) Special Charter Commission meeting minutes dated January 19, 1984. <br />2) Regular Charter Commission meeting minutes dated January 26, 1984. <br />3) Regular Airport Commission meeting minutes dated January 18, 1984. <br />4) Special Airport Commission meeting minutes dated January 25, 1984. <br /> <br />Mayor Gamec stated with regards to the Charter Commission, that they are <br />planning a public information meeting for februrary 15, 1984 and that he <br />has not received a final draft of the proposed Charter as of yet. He <br />pointed out that this is a very important document and people should hEl'ye <br />more than a couple of days to review it before the public hearing is held. <br />A synopsis of the charter was supposed to have been delivered to all Ramsey <br />residents prior to the public meeting; if that synopsis is delivered by <br />next Monday or Tuesday, that does not leave enough time to review and under~ <br />stand it and be ready to discuss it on the 15th of february. <br /> <br />. <br /> <br />Commissioner Fults stated that he would like to see an impartial planner or <br />attorneys comments on the proposed charter. <br /> <br />Mayor Gamec stated that this document represents a lot of added paperwork <br />to put the document into affect, which will cost th,e City and could result <br />in having to increase levy limits to cover the costs'. Certain procedures <br />will also see an increase in cost because of rules' set by the Charter; <br />there are also areas that can be adopted automatically by the City. The <br />City is at a point in time when there are decisions to be made regarding <br />finances, taxation and City development and there has to be a strong <br />government body making those decisions. <br /> <br />Motion by Commissioner Schmidt that the members of the Economi'c Development <br />Commiss:ion respectfully requests that at least 30 days prior to the fi'Tst <br />publi'c meeting of the Charter Commission, ,to be held for the purpose of <br />explaining the final draft of the proposBd charter, the following actions <br />should be taken; <br /> <br />1} A ti~le by title synopsis of the Charter explaining what presently <br />is in place and the effect of that title under the new Cbarter be <br />ma.iled to allres:idents. <br /> <br />21 A complete copy of the propOsed final draft be made available to all <br />residents at City Ha.ll. <br /> <br />. <br /> <br />3} A complete copy of the proposed final draft be delivered to all <br />Commi'ssion '1llemb-ers and Ci'ty Counci'l. <br /> <br />EDC/February 8, 1984 <br />Page 3 of 7 <br />
