<br />. <br /> <br />Commissioner Cox stated that most people that talk with Mr. Ernie Larsen cannot <br />get the message through to him; not one time did Mr. Larsen vote in favor of <br />anything that would contribute to a decent business climate in Minnesota. <br /> <br />Mr. Schnelle stated that City Attorney Goodrich has reviewed the charter and <br />sees no problems in it; it does not take away any constitutional rights. <br /> <br />Commissioner Fults stated that an opinion of the charter should be obtained <br />from a bonding company; find out if bonding companies would put their money <br />towards development in Ramsey. <br /> <br />Mr. Schnelle stated that the Charter Commission did receive input from <br />Evenson-Dodge and Evenson-Dodge stated that the charter does not present <br />problems to bonding companies but it does have problems as far as getting <br />developers to come into Ramsey. <br /> <br />Case #4: Holmes And Graven Regarding Finance: <br /> <br />Mr. Schnelle urged Commission members to attend a special Council workshop <br />scheduled for March 14, 1984 at 7:30 p.m. at which the firm of Holmes and <br />Graven will be giving a presentation regarding financing packages and <br />tax increment financing. <br /> <br />. <br /> <br />Mr. Schnelle then gave a brief summary of the past couple of workshop <br />meetings. Major issues discussed at those meetings were economic development <br />(sewer and water) and urban development. A workshop meeting will be <br />conducted for the purpose of pulling together all the input from the workshop <br />meetings and a policy will be prepared in resolution form. This resolution <br />will be submitted to all commissions for their input and recommendations <br />and the resolution will then go back to Council for their adoption. <br /> <br />Case #5: Meet Your Legislator: <br /> <br />The subject of the breakfast meetings commencing on Friday, March 16, 1984 <br />at McGregor's was discussed during the Legislative Subcommittee Report <br />in these minutes. <br /> <br />COMMISSION INPUT <br /> <br />Mr. Schnelle stated that the Local Government Aid Lawsuit case was last in <br />summary judgement. The matter will be put before City Council to see if <br />they want to appeal the case. Mr. Schnelle stated that he was very discouraged <br />with the outcome of the case and in his opinion the judge did not understand <br />the complications of the case and the City's problems. <br /> <br />. <br /> <br />Chairman Greenberg stated that he and Mr. Schnelle and Mayor Gamec attended <br />a meeting of four cities (Ramsey, Champlin, Andover and Dayton) regarding <br />extension of County Road #18 coming into Champlin. Mr. Crawford of the <br />Highway Department was there and stated that there will definitely not be <br />another bridge crossing on the Mississippi. They are proposing a new bridge <br />in Champlin; it will be a 6 lane bridge. There will also be a temporary <br />change on Ferry Street -- two lanes proceeding north. Eventually, there will <br />be 4 lanes from Ferry Street to Highway #10. Nothing was said with regards <br />to traffic. proceeding north out of Anoka. Chairman Greenberg stated that he <br />came away from that meeting feeling that there is a definite need for some <br />long range planning on how traffic is going to come into Ramsey on Hwy. 47. <br /> <br />EDC/March 14, 1984 <br />Page 5 of 6 <br />
