<br />. <br /> <br />Commissioner Cox suggested that possibly Ramsey's funds could be used in <br />conjunction with County funds for the RUm River Bridge Crossing. <br />Commissioner Cox stated that if the Rum River Bridge Crossing is an allowable <br />use of CDBG funds, it would really add to the economic influx of traffic <br />into Ramsey's lower area and it would be a real plus from a safety viewp9tnt~ <br /> <br />Chairman Greenberg requested that Commissioner Fults contact JoAnn Wright <br />and Tim Yantoto discuss in detail 'allowed uses of CDBG funds. <br /> <br />Mr. Schnelle stated that Ramsey's Economic Policy should tie in with the <br />decided use of CDBG funds. <br /> <br />Chairman Gr.eehberg authorized the Economic Subcommittee and Finance <br />Subcommittee to research possible uses for CDBG funds and report back <br />to the Commission with their findings at the next regular meeting. <br /> <br />Case #3: City Charter: <br /> <br />Mr. Schnelle stated that there are some gray areas in the Charter, particularly <br />in Chapter 8 with regards to when the 60 day time period begins before a <br />project can be ordered in. The charter will create additional costs; there <br />are certain safeguards built into the charter for the citizens and they will <br />have to be addressed every time the City wants to do something. The large <br />developer will choose to develop in another community and the smaller developer <br />will not be able to afford to develop in Ramsey. <br /> <br />. <br /> <br />Commissioner Fults stated that the attitude of the whole City is to stick it <br />to the larger developers because they have the money but the people that are <br />really getting hurt are the long time residents of Ramsey that have made the <br />City grow. The long time residents have lived here in Ramsey all their lives <br />and held onto their land as a means for retirement by eventually subdividing <br />and developing. It is those long time landowners that will not be able to <br />afford to develop and will be forced to sell their land to the larger developers <br />at a significant.lylbwer-profit rate. Ramsey is already at a loss as far as <br />a competitive edge with regards to economic growth because of our northern <br />location and lack of public utilities and now,we could have a charter imposing <br />more regulations and costs. <br /> <br />Commissioner Cox stated that even the market value of homes in Ramsey has <br />decreased because of false rumors being spread by the Ramsey Coalition. <br /> <br />Commissioner Fults stated the policy of the charter is good but every possible <br />place there is an opportunity for the people to stop or delay a project, it's <br />in there. <br /> <br />Chairman Greenberg stated that every time there is an issue in Ramsey, like <br />unfair taxation, publicity gets out and how do you attack these issues without <br />publicity? <br /> <br />Commissioner Cox stated that these issues should have been followed through to <br />make sure the public was aware of the total problem and not make Ramsey look <br />like an isolated case. <br /> <br />. <br /> <br />Chairman Greenberg stated that the issue of property tax relief is very <br />important and should be brought up for discussion at the breakfast meeting <br />at McGregor's this Friday. <br /> <br />EDC/March 14, 1984 <br />Page 4 of 6 <br />
