Case #1: Subcommittee Reports:

~ a) Legislative Subcommittee -

Commissioner Muller stated that he and Mr. Schnelle met with
the State Economic Development office regarding financing
plans and there is not too much available at this time.

b) Economic Subcommittee -

No report at this time.
c) Finance Subcommittee -

No report at this time.

Case 412: Local Development Corporation:

Mr. Schnelle stated that we should proceed to move ahead with the
Local Development Corporation by selling stock and making it a
viable local development corporation. Mr. Schnelle stated that
about the only area in which Ramsey qualifies for CDBG funds is
economic development and the Local Development Corporation could
serve as a vehicle for these funds.

~

Motion by Commissioner Muller and seconded by Commissioner Vevea
that the Economic Development Commission Finance Subcommittee
meet for the purpose of preparing a plan for proceeding with
the Local Development Corporation.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners
Miller, Muller, Vevea and Hardin. Voting No: None. Absent:
Commissioners Guy, Cox, Schmidt, Fults and Schneider.

Case #3: City Administrator's Report:

Mr. Schnelle stated that Staff is currently preparing a job
description for a Planner.

~

Mr. Schnelle stated that CDBG funds for 1984, 1985, 1986 are
$90,000 plus a $30,000 carryover; EDC should come up with some
recommendations for spending these monies as the City Charter
requires a 5 year capital improvement budget and once that budget
is adopted, it is very difficult to amend.

Mr. Schnelle also stated there is State economic development
grant money available and the amount of those grants is filgured
on a $5,000-$10,000/job created basis. These grants are intended
for the expansion of business or to attract new businesses, the
applications are handled on a first come -- first serve basis
and the process takes about two months.

Commission consensus is that the EDC Economic Subcommittee should
look into these State grants.

EDC/June 13, 1984
