Box 67, Anoka, Minnesota 55303 I Phone (612)421-0540 <br /> <br />E\)c <br />7-\\-"8'\ <br />~ <br /> <br />\tr <br /> <br />July 3, 1984 <br /> <br />To: City of Ramsey <br />Planning Commission and City Council <br /> <br />At our Public Hearing that was held on June 25, 1984, Waste Manage- <br />ment of Minnesota, Inc. presented its proposal for conditional use <br />for an environmental improvements plan and a south horizontal expan- <br />sion plan~ In response to public input at our meeting Waste Manage- <br />ment would like to address several issues: <br /> <br />1. Environmental Imorovements Plan <br />* <br />This plan would necessitate ~~e construction of an infiltration <br />barrier over 1/3 of the existing site which would minimize in- <br />filtration into the existing site therefore reducing potential <br />migration of leachate. The infiltration collected via the En- <br />vironmental Improvements Plan would be removed and treated at <br />a Waste Water Treatment Facility. This plan.would also change <br />the existing north slope from 3 to 1 to a 4 to"l. This slope <br />change would minimize erosion and be more aesthetic~lly accep- <br />table to the surrounding area. <br /> <br />2. Remedial Action <br />Waste Management Inc., ~l}e parent company, is proposing a 15 million <br />dollar remedial action guarantee. This amount is not only a pro- <br />tection to ~~e City of Ramsey, but it is also a protection to <br />citizens throughout t.'le city. Wnlle there is federal and state <br />legislation already in place to address some of t.l}e issues relating <br />to remedial action that may be required in the future at sanitary <br />landfills, our guarantee insures the city that if remedial actions <br />are required the severity of the problem encountered at the site <br />does not have to correlate directly to ~'le priority that may be <br />placed on it from other regulatory agencies. It potentially pro- <br />vides the city with funds to L~diately address the community <br />concerns. This guar~~tee could not only be used for corrections <br />necessary at the site but also could be used for a private water sup- <br />ply replacement if necessary. <br /> <br />3. Projected Revenues to City of Ramsey <br /> <br />Although these revenues appear to be a controversial issue, they <br />will have a significant impact on your city's budget and therefore <br />should be of a major concern to all of the citizens of Ramsey. <br />
