Odor Control <br />Several comments were received with regard to odor from our <br />existing site. As you are aware our existing site has a migra- <br />tion control system in place. This system required extensive <br />repair in late 1983 and 1984. This system was excavated for <br />these major repairs in October, November, and December of 1983 <br />and March, April, and June of 1984. These excavations in old <br />waste disposal areas during these times were a major source of <br />odors during these time frames. With these. ex":ensive repairs <br />completed odors should be substantially reduced~ <br /> <br />5. Noise Control <br />In order to address the concerns with regard to machine noise, <br />:iaste Management contacted Rexworks Inc., the manufacture of our <br />site refuse compactors. I have attached a letter received from <br />Rexworks which contains recommendations for our type of c0m- <br />pactors. Waste Management of Minnesota, Inc. has installed on <br />one of our machines the recommended air deflector which has <br />lowered the sound level of this machine. This deflector will <br />also be installed on the second ccmpactor. We have also ordered <br />and will be installing on our site dozer a new style muffler - <br />Cat part *1855121. This muffler will significantly reduce the <br />noise level of this machine <br />A contributing factor in noise from our machines is the back-up <br />alaxm which' is required by Federal Regulations (OSHA). We have <br />been able to reduce the noise level from 105 DBA to 88 DBA <br />which meets Pederal regulation while it reduces noise levels. <br /> <br />In sucmary Waste Man~~gement has demonstrated that the proposed use <br />meets the criteria for approval and performance standards as set <br />forth in the City of Ramsey Ordinance Section 170.016 and respectfully <br />requests that the Conditional Use Permit be granted. <br /> <br />S?~l~ <br /> <br />Don Otter <br />General Manager <br />Waste Management of Minnesota, Inc. <br />
