<br />. <br /> <br />. <br /> <br />. <br /> <br />Absent: Commissioners Schmidt and Schneider. <br /> <br />case #6: Availabili ty Of 312 Rehabili tation wan Funds: <br /> <br />,.". <br /> <br />Commission noted letter from Anoka County dated October 31, 1984 regarding <br />the availabili ty of Rehabilitation wan Funds FY1985. <br /> <br />Ms. Norris stated that these funds are intended for commmercial and <br />residential structure rehabilitation. <br /> <br />Mr. Schnelle stated that properties along Hwy. 10 may qualify for this type <br />of loan. <br /> <br />case #7: Appoint 3 EDC Members to Meet Wi th Anoka EDC 'lb Discuss <br />Traffic: <br /> <br />Commission consensus was to appoint Chairman Greenberg and Commissioners <br />Vevea, Wagner and Fults to meet with Anoka EDC to discuss traffic concerns. <br /> <br />Commission consensus was that County Commissioner Haas and Counci1member Al <br />Sorteberg be invited to this meeting between Anoka and Ramsey EDC's. <br /> <br />It was also suggested that these traffic concerns be brought to the <br />attention of the State legislators. <br /> <br />Cgse #8: Ci~ Administrator's Update: <br /> <br />Mr. Schnelle stated that Staff is working on the 5 year capi tal Improvement <br />Plan: there will be a public hearing regarding same: and it will be on <br />Council's December agenda for adoption. Mr. Schnelle stated that if this <br />EDC Commission has any projects in mind for the next 5 years that would <br />involve a cost to the City, they should be brought to Staff's attention for <br />inclusion in the plan. 'lhis capital Improvement Plan will be updated <br />annually. <br /> <br />Mr. Schnelle stated that property owners along Hwy. 10 say their facilities <br />are not worth anything and they are too costly to repair: suggested that <br />low interest loans could be made to these property owners by utilizing <br />Rehabilitation Funds that are available. <br /> <br />Commissioner Cox suggested that letter be issued to property owners along <br />Hwy. 10 informing them of these Rehabili tation Funds and see what kind of <br />res{X>nse there is. <br /> <br />Commissioner Fults inquired if there are any tax write-offs or shelters <br />available to developers investing in buildings that need rehabilitation. <br /> <br />Ms. Norris stated she would check into it. <br /> <br />Mr. Schnelle stated that if the County can't get government grants, they <br />will consider bonding for the Rum River Bridge Crossing. <br /> <br />Commissioner Cox stated that bonding could have a two sided affect: it <br />would stimulate activity that will generate more taxes and income for those <br /> <br />Page 5 of 6 <br />
