<br />CASE II: <br /> <br />. <br /> <br />REQUFSr FOR CITY PARTICIPATION (TAX INCREMENl' FINANCI~) <br />IN PROPOSED PROJECr; CASE OF ATLAS INCINERATORS, INC. <br />By: Conmunity Developnent Director Anne Norris <br /> <br />Background: <br /> <br />Atlas Incinerators, Inc. is proposing to construct their corporate <br />headquarters, manufacturing operations and research facility on 16 acres <br />located northwest of the intersection of Cty. Rd. 1116 and Sunfish Lake <br />Blvd. The facility will include 9,600 square feet of two-story office <br />space, 28,000 square feet of manufacturing area and 28,000 square feet for <br />a research and service facility. The buildings are proposed to be <br />constructed of pre-cast concrete. <br /> <br />The site is located in the I-I Industrial distict; offices, manufacturing <br />and research are permitted uses in this district. <br /> <br />Atlas Incinerators, Inc. is requesting City participation in their proposed <br />project for site improvements to the project including landscaping, storm <br />drainage, site preparation, security lighting and security fencing. In <br />addition, Atlas Incinerators is requesting assistance in the cost of the <br />land for the project. <br /> <br />The proposed project is located within Tax Increment Financing District No. <br />2 in Development District No.1. <br /> <br />. For your information, the following items are enclosed: <br /> <br />a} Site location map <br />b} Proposed site plan <br />c} Application for tax increment financing <br />d} Resolution #87-213 establishing tax increment financing policy <br /> <br />Cl:>servations: <br /> <br />Atlas Incinerators, Inc. is also proposing to construct a contract burn <br />facility in their research facility. A contract burning facility is not a <br />permitted use in the I-I Industrial District. Atlas is applying for a <br />conditional use permit for this facility; the Planning and Zoning <br />Commission will conduct a public hearing on this request on June 7, 1988. <br /> <br />The City's tax increment financing policy requires Economic Development <br />Corrnnission review of all tax increment financing requests with respect to <br />the following: <br /> <br />. <br /> <br />a} Will the request lead to an increase in full-time permanent <br />employment opportunities in the City? <br /> <br />b} Will the request allow for the expansion or retention of an <br />existing local business? <br /> <br />c} Will the request lead to the development of certain public <br />improvements which will in turn attract additional future <br />development? <br /> <br />I <br />
