<br />. <br /> <br />. <br /> <br />. <br /> <br />Ms. Fluegel stated that she and Ms. Sawyer are proposing to expand their <br />existing business and locate in Ramsey. They will be constructing a 7,500 <br />square foot building. They are requesting that the EDC recommend City <br />Council approval of City p:l.rticip:l.tion in the project. <br /> <br />Ms. Fluegel and Ms. Sawyer reviewed the site plan with the Commission. <br /> <br />The Commission discussed the amount of assessments that would be levied <br />against this 15 acre p:l.rcel for public utilities; property taxes on the <br />building and property; the time structure for public utilities being <br />available to the property with respect to the Fluegel/Sawyer construction <br />schedule; obtaining access fran Cty. Rd. i5; sufficient increment being <br />generated to support the project. <br /> <br />Ms. Fluegel stated that City Administrator has reviewed the increment <br />projections and determined that the project will support $63,000 City <br />participation. Ms. Fluegel also stated that she and Ms. Sawyer have been <br />working with a program called Human Econanic Developnent Group; they have a <br />full business plan in effect with commitment fran bankers contingent upon <br />tax increment assistance being approved; many firms and persons with <br />econanic developnent expertise have determined the project to be viable. <br /> <br />Commissioner Ippel noted fran personal experience that there is an amazing <br />demand for dog training facilities. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Fults to indicate <br />that it is the consensus of those EDC members present to recommend that <br />City Council approve Ms. Kris Fluegel and Ms. Sarah Sawyer's request for <br />tax increment financing in their proposed project. <br /> <br />Motion carried. voting Yes: Chairman Greenberg, Commissioners Muller, <br />Fults and Ippel. Voting No: None. Absent: Commissioners Vevea, Kurak, <br />Gorecki, Bardin and Wagner. <br /> <br />('.;:u:~e i3: ReQ.uest For Cit.,y Partici,pation (Tax Increment FinanciIl9) In <br />Project: Case Of Mr. John N1ard: <br /> <br />Mr. John Noard, CMIler of Moka Sports Center, was present and stated that <br />he is requesting tax increment p:l.rticip:l.tion in his plan to relocate and <br />expand his business on Lot 1, Block 1, Riverside West. Mr. Noard stated <br />that he has gone fran 1 full-time and 2 p:l.rt-time employees to 7 full-time <br />and 3 part-time employees; sales volume doubled in the last 1-1/2 years; <br />foresees doubling his work force in the next few years. <br /> <br />The Commission reviewed the site plan and tax increment projections for Mr. <br />Noard's proposed project. <br /> <br />Motion by Commissioner Muller and seconded by Commissioner Ippel to <br />indicate that it is the consensus of those EDC members present to reconnnend <br />that City Council approve Mr. John Noard's request for City participation <br />in the proposed project. <br /> <br />Econanic Developnent Conunission/March 30, 1988 <br /> <br />Page 2 of 3 <br />
