Commercial/Industrial area.

.

Case #7: Information Items:
The Commission noted the information items contained in the agenda.

Case #8: Discussion Regarding Industrial Property Valuations:

ChaiIInan Greenberg stated that Mr. Eggam and Mr. Spone are concerned with
the increase to property taxes that would result from increased property
valuation due to the availability of trunk utilities. Chairman Greenberg
stated that Mr. Eggam and Mr. Spone want to market their property for
heavy industrial storage use which conflicts with the City's long-time plan
to develop that area with businesses requiring utilities. The County
Assessor says that they cannot place a moratorium on property val ues until
property is ready to develop. Representative Ernie Larsen is willing to
propose legislation to permit Ramsey to place moratoriums on property
valuation increases.

.

Commissioner Fults sited a case where a city tried to raise property
valuation because of trmk line availabilitY1 the assessor has criteria
that must be follaqed and that criteria requires that the assessor base the
increase on comparable sales of comparable property within the city.
Comcils cannot arbitrarily raise property values mtil there has been a
comparable sale within the adjoining area to base the increase on.

Motion by Commissioner Muller and seconded by Commissioner Kurak di recting
the Econanic and Finance Subconunittee to research alternatives and options
available with respect to maintaining a level of property tax that will not
create a hardship to owners of undeveloped property when utility trunk
lines become available.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners Muller,
Kurak, Vevea, Gorecki, Ippel and Fults. Voting No: None. Absent:
Commissioners Hardin and Wagner.

Commissioner Fults dismissed himself fran the meeting at 8:55 a.m.

Case #9: Qpdate On Gateway North Industrial AiQ(Ort:

Commissioner Ippel noted that the public hearing on the proposed airport
zoning ordinance will be held this evening and it is important for EDC
members to be present supporting the airport project.

Motion by Commissioner Kurak and seconded by Commissioner Vevea to inform
City Comcil that the proposed Gateway North Industrial Airport Zoning
Ordinance does not interfere with plans for economic development in the
City of Ramsey.

Motion carried. Voting Yes: Chairman Greenberg, Commissioners Muller,
Kurak, Vevea, Gorecki and Ippel. Voting No: None.
