Anoka; s designation of the road as MSA is required in order for <br />Ramsey to designate that road's extension as MSA. In order to not delay <br />the sewer and water improvements, the City can reserve the corridor in hope <br />of a future MSA designation. <br /> <br />Commissioner Fults noted that Mr. Spone and Mr. Eggam are amenabl e to the <br />alignment of the se.wer at least 260 feet CMay fran the railroad tracks. <br /> <br />Mr. Raatikkareplied that the alignment would probably be 360 feet away <br />fran the tracks. This alignment would probably increase the project cost <br />by $70,000 but those calculations include a cost for obtaining right-of- <br />way; donation of right-of-way by Mr. Spone and Mr. Eggam would decrease the <br />project cost some. <br /> <br />Commissioner Ippel inquired as to how the improvements would reach Mate <br />Punch and Die. <br /> <br />Mr. Raatikka stated a lateral would be extended along the west side of <br />Sunfish Lake Blvd. <br /> <br />Commissioner Fults inquired as to how much of Sauter's property could the <br />lateral handle. <br /> <br />Mr. Raatikka replied that the lateral could probably serve all of Sauter's <br />property but it might take some pumping into the lateral. <br /> <br />Mr. Raudio asked if the trunk would also create a charge for lateral <br />benefits to property owners. <br /> <br />. Mr. Raatikka responded that it would not; laterals would be extended from <br />the trunk to serve the lots; no charges would be made unless laterals are <br />in; right now, only manholes and rises would be installed, therefore, there <br />would be no lateral benefit and no lateral service. Mr. Raatikka also <br />noted that manholes would be sp:lced about every 400 feet and that normally <br />services don't come off of a deep trunk. Mr. Raatikka also noted that this <br />may be the last chance for the City to use tax increment financing for this <br />type of project. <br /> <br />Commissioner Wagner noted that this time of the year seems to be a bad time <br />to go out for bids and what will happen if bids cane in high. <br /> <br />. <br /> <br />Mr. Raatikka connnented the estimates for this project were derived from <br />last year's bid prices which should be high. However, with the highway <br />funding bill, the sooner bids go out the better. <br /> <br />Commissioner Hardin inquired if the al ignment of the road would 1 ine up <br />with the road on the west side of Sunfish Lake Blvd. and if a commitment <br />fran Mr. Eggam, Mr. Spone and Anoka is needed. <br /> <br />Mr. Raatikka replied that the roads would line up and that a resolution <br />or written oommibnent fran these people would be appropriate. <br /> <br />EDC/April 8, 1987 <br /> <br />Page 3 of 6 <br />
