<br />. <br /> <br />proposed development area and west to Mate Punch and Die rather than <br />installing a lateral up Sunfish Blvd. Commissioner Fults stated that he <br />feels opening up this area for development is too much for one individual <br />and will require City assistance. <br /> <br />Mr. Carson stated that City Engineer Raatikka is preparing some proposed <br />alignments to best serve the area and the related costs. <br /> <br />Motion by Chairman Greenberg and seconded by Commissioner Vevea directing <br />Ms. Norris to schedule a meeting between the Economic Development <br />Commission, Planning and Zoning Commission, City Engineer Raatikka, Dick <br />Carson and any other interested property owners regarding long range <br />planning for the extension of municipal utilities north of Industry Avenue. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Ippel, <br />Gorecki, Fults and Vevea. Voting No: None. Absent: Commissioners <br />Hardin, Wagner, Muller and Kurak. <br /> <br />Case #3: Discussion Regardini Funds For KconomicDevelopment <br />Activities: <br /> <br />Ms. Norris stated that per the Commission's request, she has compiled a <br />list of Star City activities that could be contracted out, the cost of <br />which would be derived from Council's 1987 allocated funds for economic <br />development activities. <br /> <br />. <br /> <br />It was agreed that the most important task to be completed is the Business <br />Retention Program; AVTI should be contacted regarding the Labor <br />Survey/Labor Market Analysis. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Vevea to <br />recommend that City Council hire a City Planner/Management intern at a rate <br />of $6.00/hour to work under the direction of Community Development Director <br />Norris to complete certain Star City activities. <br /> <br />Further Discussion: Commissioner Gorecki stated that before recommending <br />expending funds, he would like to see a plan of Star City activities that <br />would be completed and the estimated hours to do so; not in favor of <br />expending funds without a ballpark figure of what the cost will be. <br />Commissioner Ippel stated that the motion is to hire for the summer -- 13 <br />weeks at 40 hours per week at a rate of $6.00 per hour totals $~; note ~ 1f '3 I IJo <br />that the intern would be under Ms. Norris' direction. Commissione~Ippel 0-1~-~7 <br />stated that time is of the essence and the summer will be over if the <br />Commission drafts a work plan prior to submitting the recommendation to <br />Council; submit the recommendation to Council now and in the interim, <br />prepare a work plan. Ms. Norris stated that an intern could perform the <br />following: community prof He, ed i t ing of video, legwork for labor <br />analysis, community fact booklet, establishment of business retention <br />program, provide technical assistance on the 5 year plan, 1 year work <br />program and capital improvement plan. Chairman Greenberg stated that a <br />decision was made a year ago to pursue Star City designation; no progress <br />has been made because Commission volunteers and staff are too busy. <br />Commissioner Gorecki stated that he will agree to the recommendation to <br />.
