The issues to be discussed tonight are the route for those <br />utilities and whether sewer and water should be extended to that area <br />proposed by Mr. Dick Carson. <br /> <br />Commissioner Shumway noted that if utilities are extended, they should <br />serve a larger area than just a 37 acre parcel. <br /> <br />Commissioner Ippel agreed and commented that it seemed to be a tremendous <br />expense to serve a small area. The other properties in that area should be <br />notified to determine what their plans are. In addition, the wetland to <br />the west makes it difficult to extend utilities. <br /> <br />The Commissions reviewed the proposed extension of utilities provided by <br />the City Engineer and commented that these utilities are sized for future <br />development of residential areas to the north. It was noted that the <br />estimated the cost to extend sewer trunk from Flintwood Hills PUD to Mr. <br />Carson's property along 142nd at $150,000.00. Water is going to be <br />extended along Cty. Rd. #116 and would have to be extended north along <br />Magnesium. <br /> <br />Mr. Dick Carson commented that adjacent property owners are eager for <br />utilities to encourage development in that area. <br /> <br />Chairman Zimmerman inquired as to the feasiblity of property owners <br />committing to the project prior to the City committing to participate in <br />the cost of extending utilites. <br /> <br />Commissioner Ippel commented that the City would need time to amend it's <br />tax increment financing documents. After last year's water problems, he is <br />concerned about the need for storm sewer drainage in any new development. <br /> <br />Chairman Greenberg commented that he was concerned that the City might be <br />using up it's sewer capacity. <br /> <br />Chairman Zimmerman commented that he does not think reaching capacity is a <br />problem; the City is not anywhere near the projected capacity. He also <br />commented that the City should be considering a road extension through Mr. <br />Carson's proposed development area as well. <br /> <br />Chairman Greenberg noted that one of the reasons for this EDC and P&Z <br />meeting was to also look at road alignments in this area. <br /> <br />The Commissions discussed concerns about traffic on Dysprosium Street and <br />the intersection of Cty. Rd. #5 and Hwy. #47. <br /> <br />Chairman Zimmerman inquired if Mr. Carson thinks there will be much <br />opposition to sewer extending through Ramsey Terrace. <br /> <br />Mr. Carson stated that he assumes there would be opposition if the <br />residents were required to pay for those improvements. <br /> <br />Chairman Zimmerman inquired whether the sewer could be on the north side of <br />Cty.
