<br />.l <br /> <br />e1 <br /> <br />eJ <br /> <br />Commissioner Kurak noted that the 142nd alignment would eventually serve <br />Ramsey Terrace and Flintwood Hills residents. <br /> <br />City Engineer Raatikka arrived at this time. <br /> <br />City Engineer Raatikka noted that he is proposing a 30 inch sub trunk that <br />could handle half of Ramsey or approximately 3,500,000 gallons per day, <br />which is plenty of capacity. The current projection for capacity up to <br />1990 is 570,000 gallons per day. <br /> <br />Commissioner Gorecki stated concerns with the capacity for both residential <br />and commercial sewer. <br /> <br />Chairman Zimmerman inquired as to the City Engineer's opinion of aligning <br />sewer along Cty. Rd. #116. <br /> <br />City Enginner Raatikka replied that it is possible but it would be <br />difficult with municipal water and future storm sewer and there would not <br />be much room. City Engineer Raatikka commented that there should not be <br />too much opposition or disturbance; the City would restore any properties <br />disturbed in the process of extending the sewer along 142nd within 30-60 <br />days. <br /> <br />Commissioner Gorecki inquired why the sewer was aligned on 142nd. <br /> <br />City Engineer Raatikka replied that the proposed al ignment is c loser to <br />Mr. Carson's and other adjacent properties; it is estimated that the cost <br />will be $150,000 to extend sewer trunk 2,900 feet to the subject property; <br />the estimated cost to extend water 500-600 feet from Cty. Rd. #116 at <br />Magnesium to the subject property will be $20,000.00. <br /> <br />Mr. Carson noted that some of the commissioners had commented on concerns <br />regarding increased runoff from additional development and City Engineer <br />Raatikka stated that most of the property would drain through the ponding <br />areas there and eventually end up at the KANO pond. <br /> <br />Commissioner Kurak commented that it would be easier for the city to <br />consider participating in extending utilities if there were commitments <br />from adjacent property owners as well as Mr. Carson. <br /> <br />Commissioner Fults arrived at this time. <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Greenberg to <br />recommend that the City Council consider using tax increment financing to <br />extend trunk sewer and water to the property west of Ramsey Terrace and to <br />include that property in the tax increment financing district and <br />development district to recoup the city's investment in that project. <br /> <br />Further Discussion: Commissioner Hendriksen noted that he wanted to see <br />more than just Mr. Carson's 37 acres be served by those utilities. <br />Commissioner Ippel stated that his motion includes the 160 adjacent acres. <br />Chairman Zimmerman noted that he feels the commission consensus is that <br />Joint EDC-P&Z/June 9, 1987 <br /> <br />Page 3 of 4 <br />
