Special City Council meeting minutes dated May 28,1987. <br /> <br />Commissioner Ippe1 noted that Mr. Duane Lundeen was very upset with City <br />Council's denial of his request to have a residence above his business. <br />Commissioner Ippe1 suggested that someone from the Economic Development <br />Commission or Company meet with Mr. Lundeen to let him know that the <br />Company and the Commission did not necessarily agree with a residence in a <br />commercial district, but the Company and Commission are willing to give <br />whatever assistance they can and make Mr. Lundeen aware of programs <br />available to him should he decide to locate a pizza production facility in <br />Ramsey. <br /> <br />The Commission discussed local, County and State programs available to <br />businesses. <br /> <br />Motion by Mr. Gorecki directing the Finance Subcommittee to prepare a fact <br />sheet that can be shown to prospective businesses outlining what local, <br />County and State assistance programs are available in Ramsey. <br /> <br />Further Discussion: Commissioner Hardin stated that programs available are <br />always changing and the fact sheet might not be valid 6 months later; with <br />respect to the EDC revolving loan fund, each request is different and it <br />would only be appropriate to outline the loan guidelines on the fact sheet. <br />Commissioner Ippel stated that the fact sheet should be in general terms <br />outlining what programs are available and the criteria to qualify for each <br />of those programs. Commissioner Ippe1 also noted that the Lundeen case is <br />a good example of how much this City needs the business retention program <br />in place and he is willing to begin work on it. Commissioner Ippe1 stated <br />that it is also time to again discuss the business incubation concept <br />through rent assistance versus providing for one specific incubator <br />building in which the applicant must locate his business. <br /> <br />Commissioner Ippe1 seconded the motion. <br /> <br />Further Discussion: Discussion ensued regarding whether or not the fact <br />sheet should be prepared by the Economic Development Company versus the <br />Commission. Ms. Norris stated that financial assistance programs were a <br />policy set by the City and it is appropriate for the Commission to prepare <br />the fact sheet. Commissioner Fults and Chairman Greenberg stated that the <br />fact sheet should site examples of how each of the programs have been used <br />including names and loan amounts and the expected rate of return which will <br />be used to assist others. <br /> <br />Motion carried.
