<br />. <br /> <br />. <br /> <br />. <br /> <br />b) Economic and Finance Subcommitte - <br /> <br />No report at this time. <br /> <br />c) Publicity Subcommittee - <br /> <br />No report at this time; production of City video and participation in Game <br />Fair addressed during Citizen Input. <br /> <br />d) Business Incubator Subcommittee - <br /> <br />Commissioner Kurak stated that the subcommittee has researched the rent <br />rates a developer would have to charge for office/warehouse space in a new <br />building and current rent rates in the Minneapolis and surrounding suburbs. <br />The subcommittee will be preparing financing proposals and guidelines for <br />providing rent assistance as a form of business incubation. <br /> <br />Case #4: Presentation Bv Commissioners Kurak And Iupel: <br /> <br />Commissioner Kurak presented a proposal offered by he and Commissioner <br />Ippel to complete various Star City tasks and establish an on-going <br />promotion program for Ramsey. Commissioner Kurak stated that they can <br />complete the Star City tasks in 9 months and would consume very little of <br />staff's time in the process. <br /> <br />Commissioner Wagner expressed concern regarding whether or not <br />Commissioners Kurak and Ippel do have sufficient time available to complete <br />the tasks in 9 months; what happened to the original intent to hire an <br />economic development intern for $6/hour; the real issue in obtaining Star <br />City designation is the awareness of community gained by local involvement; <br />the conflict of interest and unfair advantage over other bidders issues if <br />Commissioners Kurak and Ippel's proposal is accepted. <br /> <br />Commissioner Kurak stated that a decision has to be made regarding <br />completion of Star City tasks with volunteers over a long period of time or <br />hiring the work done and accomplishing the program in a shorter period; <br />past discussions regarding hiring an intern reflect that the intent has <br />been to hire out the tasks rather than wait for volunteers to accomplish <br />them. Noted that an intern would not have the familiarity with the City <br />that he and Commissioner Ippel do. <br /> <br />Commissioner Ippel noted that their proposal is bid on a hourly rate with a <br />'not to exceed' figure; they will not charge for tasks completed by local <br />volunteer involvement in the Star City process. <br /> <br />The Commission discussed whether hiring out tasks of the Star City Program <br />accomplishes the intent of the program to be a self-study and the legal <br />implications of hiring Commission members to accomplish the tasks. <br /> <br />Commission consensus was that Chairman Greenberg, Commissioners Wagner and <br />Gorecki and Ms. Norris are to meet to review the objectives of the Star <br />City Program, outline and prioritize tasks to be accomplished and determine <br />which tasks are appropriate to be contracted out. <br />EDC/August 12, 1987 <br /> <br />Page 3 of 5 <br />
