Clarify reference to airport as a land bank. <br /> <br />Chairman Greenberg stated that the consequences if Site P is selected <br />should have been addressed in the study. <br /> <br />Commissioner Ippel stated that the study refers to 1200 acres of industrial <br />property and a business incubator but it includes no recommendations on how <br />these items should be addressed or structured. <br /> <br />Ms. Norris and Commissioners Hardin and Fults commented that the intent of <br />the study is the Highway #10 Corridor and side issues like airport, <br />landfill and business incubaor should not be approached in a great amount <br />of detail. Ms. Norris stated that the study includes some good <br />recommendations but it lacks an implementation plan. <br /> <br />Commissioner Ippel referred to the statement in the study regarding the end <br />use of the landfill being park; the study does not give an alternative plan <br />if the end use is not park. <br /> <br />Commissioner Fults stated that he felt the study tied in just enough <br />outside issues; the #10 study was not intended to be a feasibility study of <br />the whole city. <br /> <br />. <br /> <br />Commissioner Ippel stated that Barton Aschman's own goals for the study <br />listed on page 5 have not been met. <br /> <br />Chairman Greenberg stated that he feels the final version of the study <br />should be delayed until decisions are made regarding the airport and the <br />landfill; if the airport doesn't proceed, there will be another 288 acres <br />plus the buffer areas to add to the inventory of industrial property. <br /> <br />Commissioner Hardin stated that the outcome of Site P and the airport will <br />not affect the original scope of the Hwy. #10 study, which is all that <br />Barton-Aschman is responsible to fulfill. <br /> <br />Commissioner Ippel stated that a major concern with Hwy. #10 is appearance <br />and the only recommendation coming out of the study is city monuments; the <br />Commission already knew frontage roads were needed. The study recommends <br />multi-family residential dwellings north of the landfill and along the <br />Mississippi River; the study did not address how this development is <br />feasible. Nothing in the study mentions the services that are needed to <br />attract the study's recommendation for ideal development. Commissioner <br />Ippel stated that he doesn't feel it is possible to make recommendations <br />for land use in Ramsey without taking the landfill and airport into <br />consideration and then following up with either/or implementation plans. <br /> <br />Chairman Greenberg stated that if the airport zoning is not put in place, <br />the airport will close and that will make way for Site P; these events <br />would drastically change the outcome of recommendations in the Hwy. #10 <br />study. <br /> <br />. <br /> <br />Economic Development Commission/December 9, 1987 <br /> <br />Page 3 of 5 <br />
