.

.

.

Ms. Norris stated that Barton-Aschman is only obligated to address issues
outlined in the scope of the study; the Commission can negotiate for
additional information at a cost.

Ms. Norris was directed to provide all commissioners with a copy of her
outline to Barton-Aschman regarding recommended revisions to the Hwy. #10
Corridor Study draft. The commissioners should provide any additional
comments to Ms. Norris by December 14.

Commissioner Hardin stated that it was not the intent of the report to
study the landfill and airport; it is up to the city to take the
recommendations in the report and formulate a plan for implementation with
or without the airport and/or landfill.

Ms. Norris stated that she has requested that the study address the impact
on the area with and without the airport.

Chairman Greenberg referred to a letter from Commissioner Hardin to the
City Council and expressed concern that the letter may leave Council with
the impression that the Economic Development Commission is opposed to the
airport project.

Commissioner Ippel noted that the City has received a petition requesting a
referendum on the airport safety zoning ordinance. Staff and Council
determined that the petition was insufficient and the circulators have 30
days to make the necessary corrections if they so desire. Commissioner
Ippel stated that the most signficant impact of all this is that the County
is now aware that the airport project could be stopped and this places Site
P right back in contention for selection as a landfill.

Motion by Chairman Greenberg and seconded by Commissioner Fults to indicate
to City Council that the Hwy. #10 Corridor Study did not specifically
address how important the airport is to commercial and industrial
development in Ramsey but the Economic Development Commission endorses the
airport project and the implementation of airport safety zoning.

Chairman Greenberg called for a roll call vote:

Commissioner Gorecki - Aye
Commissioner Ippel - Aye
Commissioner Kurak - Aye
Commissioner Fults - Aye
Commissioner Vevea - Aye
Chairman Greenberg - Aye
Commissioner Hardin - Absent
Commissioner Wagner - Absent
Commissioner Muller - Absent

Motion carried.

Chairman Greenberg requested that the 3 commission members not present be
contacted by phone for their vote to the above motion.

Secretary Sylvia Frolik telephoned and obtained the following comments to
Economic Development Commission/December 9, 1987
