<br />Development <br /> <br />~ <br /> <br />Open House Scheduled for Presentation of Draft Study <br />for the Central Rural Reserve Area <br /> <br />The "Central Rural Reserve" <br />area was created as part of the 2001 <br />Comprehensive plan and is desig- <br />nated as a specific land use planning <br />area. The Central Rural Reserve area <br />occupies a location in the central part <br />of Ramsey. The area lies north of <br />Ramsey Town Center and south of <br />Central Park. It is bounded on the <br />east by Ramsey Boulevard and on the <br />west by Armstrong Boulevard. <br />As a follow-up to the cur- <br />rent Comprehensive Plan, a study <br />of the feasibility of future develop- <br />ment in the Central Rural Reserve <br />area has been undertal(en by the city <br />of Ramsey with funding from the <br />Metropolitan Council. This study <br />focuses on the implications presented <br />by the evolution of large estate and <br />rural residential subdivisions. This <br />development pattern occupies l(ey <br />locations in Ramsey and other metro- <br />politan communities. This very low <br />density development pattern occurred <br />in outlying areas where public water <br />and sewer service were not avail- <br />able. As the core of the metropolitan <br />area expands towards these rural <br />residential areas, their development <br />implications need to be carefully ana- <br />lyzed. <br />The Study does not seel( to <br />build a case for a proactive approach <br />to redevelopment in the Central Rural <br />Reserve area. However, change in <br />this area is inevitable and creates <br />consequences for the residents and <br />the community. It is preferable to <br />plan for change rather than react <br />to it as it is happening. The Study <br />addresses issues such as current char- <br />acteristics of the area, factors that <br />will influence future development, <br />and what development scenarios can <br /> <br />occur with and without city sewer <br />and water. <br />The draft Study document <br />will be presented to the community in <br />an open house format on Thursday, <br />August 17, from 5:30 - 8:30 p.m. at <br />Fire Station #1, 15050 Armstrong <br />Blvd. N. W. There will be a short <br />video presentation running con- <br />tinuously that describes the various <br />elements of the Study. There will be <br />city staff and consultants present to <br />answer questions. Through the use <br />of comment cards provided at the <br />open house, the city will be seek- <br />ing public comments and opinions <br />regarding all aspects of the Study. <br />It is anticipated that the comment <br />period will remain open for 2 weeks <br />following the open house. There will <br /> <br />be copies of the Study available at <br />the Open House for persons wish- <br />ing to take advantage of the 2 weel( <br />window to formulate their comments. <br />The draft study will also be posted <br />on the city's website after August <br />17.
